About this file
This document is Addendum 1 for KEYS Bid 10-25, issued by Keys Energy Services (KEYS), a municipal electric utility in Monroe County, Florida, for post-storm damage assessment services for transmission and distribution crews. The addendum provides clarification through a questions and answers format, addressing key bidder inquiries about the procurement. Specifically, the document confirms that FEMA equipment rates for 2023 will be utilized on-site, and this bid is exclusively for storm assessment purposes, with no accompanying storm restoration bid planned for the current year.
Regarding contract terms, KEYS has not included an escalation clause for labor rates over the potential 5-year contract period. However, the utility is open to contractors proposing escalation mechanisms in their proposals, which will be reviewed for consideration. The bid is structured to engage contractors for systematic post-storm damage assessment, requiring electronic documentation using specific software and devices. Contractors are advised that while the equipment rates are set for 2023, there is flexibility for proposing rate adjustments, with KEYS maintaining discretion in reviewing and potentially accepting such proposals.
