About this file

This is an Agenda Item Summary Sheet from Keys Energy Services (KEYS) for a June 18, 2025 Utility Board meeting, focusing on awarding unit price contracts for post-storm damage assessment of transmission and distribution crews through Bid 10-25. The procurement seeks to establish contracts with 16 qualified companies for a three-year period, with two potential one-year renewals, to provide emergency post-storm damage assessment services. KEYS received 28 proposals and recommends entering contracts with the 16 companies that complied with their technical specifications, pending successful negotiations of terms and conditions.

The financial impact is currently listed as "To Be Determined" and not budgeted, with a potential funding source of FEMA and State Cost Share Reimbursement. The contracts are designed to support KEYS' strategic plan goal of providing reliable electric service exceeding industry standards. In the event of a declared emergency, the Utility Board authorizes the General Manager to issue task orders against these unit price contracts, with each task order including a not-to-exceed amount and to be reported at the subsequent Utility Board meeting. The contracts will include specific terms aligned with FEMA Public Assistance Program requirements, and KEYS will rank and activate awarded providers based on bid pricing.
