About this file

This document is Addendum 1 for KEYS Bid 10-25, issued by the Keys Energy Services (KEYS) in Florida, which addresses specifications for Post Storm Damage Assessment Transmission and Distribution Crews. The bid is specifically for storm assessment services, with KEYS clarifying that this is not a storm restoration bid and they do not intend to bid out storm restoration this year. The potential contract appears to be structured for a 5-year term, though specific details about the full contract are not extensively elaborated in this addendum.

The addendum provides clarification on three key questions from potential bidders, specifically addressing equipment and labor rate considerations. KEYS confirmed that the 2023 FEMA equipment rates will be utilized until upgraded, and notably, they have not included an escalation clause for labor rates over the contract period. However, the agency is open to contractors proposing escalation provisions, which will be reviewed for potential consideration. The document suggests that bidders should carefully construct their proposals, with the understanding that labor rates will remain static unless KEYS determines otherwise through the review process.
