About this file

This document is Addendum 1 for KEYS Bid 10-25, issued by Keys Energy Services (KEYS), a municipal electric utility in Monroe County, Florida, for post-storm damage assessment of transmission and distribution crews. The addendum provides clarifying responses to three bidder questions regarding the procurement. Specifically, the document confirms that 2023 FEMA equipment rates will be utilized until upgraded, acknowledges that no automatic annual labor rate escalation is included in the contract, and clarifies that this bid is solely for storm assessment services, with no accompanying storm restoration bid planned for this year.

The addendum indicates that while the potential contract may span five years, KEYS has not built in a standard Consumer Price Index (CPI) adjustment mechanism for labor rates. However, the utility remains open to contractors proposing potential escalation considerations, which will be reviewed on a case-by-case basis. Contractors are encouraged to include any proposed rate adjustment proposals in their submissions. The document underscores KEYS' flexible approach to the procurement, inviting vendors to present unique pricing or escalation strategies while maintaining clarity about the current contract's financial framework.

TRANSMISSION AND DISTRIBUTION CREWS

Addendum 1

Questions and Answers:

1. The FEMA equipment rates are only listed for 2023 on site; are these the equipment rates that will be utilized until upgraded by FEMA?

Yes.

2. As this bid may result in a 5-year contract will the labor rates be adjusted accordingly each year by the CPI?

No. KEYS has not included an escalation clause. However, if contractor would like KEYS to consider any escalation, please include that in the proposal. Exceptions should be noted and will be reviewed for consideration.

3. Is this bid just for storm assessment; will a storm restoration bid be released to submit pricing on?

This bid is just for storm assessment. KEYS does not intend to bid out storm restoration this year.
