About this file
This is a Justification and Approval for Other Than Full and Open Competition (JOFOC) document issued by the Federal Emergency Management Agency (FEMA) under the Department of Homeland Security, dated February 2026, with Tracking Number 26-108.
FEMA's Acquisitions Operation Division, Incident Support section, seeks to procure one Tennant T12 Walk Behind Floor Scrubber through GSA eBuy via a Firm Fixed Price Delivery Order (Solicitation Number 70FB7026Q00000013). The requirement includes delivery in working condition with technical installation and setup from a certified technician. The contract is funded with Fund Code 6R for Fiscal Year 2026, with a performance period of 120 days from award date. Competition is limited to GSA Schedule resale holders of the Tennant T12 model. The contracting officer has determined anticipated pricing will be fair and reasonable based on GSA price schedule listings. FEMA justifies the use of other than full and open competition under RFO 6.103-1(c)(2)(i)(ii), citing the requirement for a single brand to maintain uniformity with existing fleet equipment at Distribution Center Greencastle. The brand-specific requirement reduces training costs and time for Powered Support Systems Mechanics, minimizes parts inventory and storage space, and ensures consistent maintenance capabilities. Market research conducted from April 15, 2026 through May 5, 2026 confirmed multiple vendors can provide the Tennant T12 model through GSA channels. The justification emphasizes that the initial scrubber purchase was conducted through full and open competition, and this follow-on acquisition seeks to leverage operational efficiencies through equipment standardization critical to FEMA's disaster response mission.

3. Description of Supplies/Services. The Federal Emergency Management Agency (FEMA) is seeking to procure one (1) Tennant T12 Walk Behind Floor Sweeper-Scrubber, allow Distribution Center Greencastle to maintain their operational readiness by creating a safe and efficient work environment. Since FEMA is tasked with responding to disasters with minimal launch time, it is always essential that FEMA has the equipment needed to create a clean, safe, and efficient work environment to facilitate the loading and unloading of lifesaving and life-sustaining disaster commodities during disaster operations.
4. Identification of Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is RFO 6.103- 1(c)(2)(i)(ii) entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Identification of Exception to the Buy American Statute. N/A
6. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited. When the scrubber model was initially purchased, the acquisition process was conducted through full and open competition, ensuring that all qualified vendors had an equal opportunity to submit offers. Technical specifications are limited to the Tennant T12 Walk Behind Floor Sweeper-Scrubber. This has been established as a Brand Name requirement to maintain uniformity with current on hand floor scrubbers which will reduce training cost and time as well as reduce pricing of related parts and equipment as well as reducing parts storage space. Tennant is also required as there is no other brand can provide maintenance. Same brand products use similar operating mechanisms which will reduce the training time required for Powered Support Systems Mechanics to become proficient in using the equipment. Reducing training requirements saves the Government both time and money. Uniform mechanical parts will also save the Government money from needing to purchase different parts when servicing the sweeper. An award to any other vendor would require a duplication of parts, increase time and money on training, and increase storage footprint. By posting this requirement on GSA eBuy, we are providing savings as described in 6.103-1(c)(2), an estimate of the cost to the Government that would be duplicated and how the estimate was derived.
