During both the Jacksonville industry briefing and the on‐site visit at GTMO, the government emphasized the importance of family housing and grounds maintenance. In both instances, the government cited customer dissatisfaction with current conditions of both Annexes. Observations on the site visit confirmed the poor base appearance relating to grounds maintenance.

Will the Navy consider including a firm fixed price / IDIQ small business subcontracting requirement for family housing maintenance, grounds maintenance, and custodial work within the current BOS solicitation. Traditionally, grounds maintenance, military family housing maintenance and custodial services have been set‐aside for Small Businesses with expertise and experience in these areas. Large Businesses are likely to only have previous experience in these areas by virtue of their subcontracts to Small Business.

Including Small Business Plans and Requirements in the larger BOS solicitation is entirely consistent with the government's stated objectives for promoting Small Business. Small Businesses should be required to provide relevant, successful, past performance in order to be considered as acceptable to the NAVY.

FAR 19.7, The Small Business Subcontracting Program, is not applicable to NSGB. It is at the discretion of the Contractor what portions of the requirement to self‐perform or subcontract in order to meet the performance objectives and standards beginning on the first day of contract performance. The requirement remains unchanged.

3 1/15/2020 Will there be enough beds available for the incoming BOS Contractor to use upon contract award?

The Government has made reservations for 350 beds and will be available as of 12/1/2020 for the incoming BOC contractor in the Gold Hill Towers and additional 38 beds are reserved on the Leeward side. Up to 700 beds could be available by 01/01/2021. Section H.2, para. 2 states, "The contractor agrees to accept and process electronically submitted GCPC orders for IQ services, including those orders issued through the FedMall." As FedMall is not currently being used on the contract, workload information is not provided regarding the anticipated usage of the system or the process that will be put in place for Government approval of work that could impact the installation grounds that would normally come through the PWO (such as concrete slab demolition/removal of paint) and that could be ordered by other than PWO personnel.

Question: (a) Would the Government please provide detailed instructions/information regarding implementation of FedMall?

(b) Is there any historical information as to the volume ordered via FedMall?

(c) Would the Government please provide a timeline for a full implementation of FedMall?

(a) The ELINs available for ordering via FedMall are identified in Section H.2 of the RFP and the Section J ELIN Attachment with the notation, "AVAILABLE ON FEDMALL" . These ELINs may be ordered up to the estimated quantities included on the Section J ELIN Attachment. Additional information on Fedmall may be found at:

(b) There is not a FedMall requirement on the current task order. From the period 12/06/2014 through 06/13/2017 there were approximately 850 EMALL/FedMall Orders. These quantities do not encompass all orders taken during that timeframe due to system conversion from EMALL to FedMall and/or internal changes to NAVFAC Policy.

Therefore, the historical data provided shall be used for informational purposes only and may not reflect actual FedMall orders.

(c) It is expected that the FedMall catalog is available when contract performance starts on 12/01/2021.

5 1/15/2020 21 H.10 2 Section H.10, para. 2 states, in part, "All facilities, materials, and equipment will be provided in “as is” condition…" Question: Would the Government please provide the current ICAP status for all facilities, materials, and equipment?

All systems and equipment in need of operation and maintenance are in operating condition with install date listed in Section J inventory where applicable or available. Per Annex 0100000, spec item 1.7, "All facilities, systems, and assets identified in this contract shall be accepted by the Contractor in "AS‐IS" condition. The Contractor is fully responsible for all work up to and including the limits of liabilities specified." As part of the PWS Infrastructure Condition Assessment Program (ICAP) and Utilities (ICAP) Services shall be provided by the Contractor. The Contractor must use the information provided in the contract as well as the site visit for risk assessment. All work includes repair and/or replacement up to the LOL. However, there is no LOL on operation and maintenance other than the Contractor's Fixed price for Recurring Work.

Question: Would the Government please provide the current density and condition of the systems and equipment in each applicable PWS section?

All systems and equipment in need of operation and maintenance are in operating condition with install date listed in Section J inventory where applicable or available. Per Annex 0100000, spec item 1.7, "All facilities, systems, and assets identified in this contract shall be accepted by the Contractor in "AS‐IS" condition. The Contractor is fully responsible for all work up to and including the limits of liabilities specified." Question: Would the Government please provide specific criteria that will be used to deem the removal of employees necessary?

Issues deemed contrary to public interest or inconsistent with the best interest of National Security will be determined on a case by case basis by the KO.

Section C ‐ 0200000, spec item 2.8.4.1 states, "The Contractor shall have active secret security clearances prior to being charged against the contract unless specifically approved on a case‐by‐case basis by the KO. The Contractor shall possess an active Secret clearance based upon a Special Background Investigation (SBI)."

In accordance with (IAW) DoD Manual 5220.22 (NISPOM), Volume 2, Government Contracting Agencies (GCA) are required to provide an executed DD Form 254 or security aspects letter as an attachment to contracts, solicitations, and other arrangements or agreements that require access to classified information.

Question: (a) Would the Government please provide an executed DD Form 254 or security apects letter for this requirment?

(b) An SBI is typically not required for a Secret clearance. Could the Government please clarify this requirement?

All applicable security forms will be provided to Contractor upon award. The Special Background Investigation is required per the Security specifications applicable to this Contract and is consistent with JTF NSGB mission requirements.

Question: Would the Governement please provide a list, by trade, of all internationally recognized organizations that will be accepted by the Government?

Recognized organizations are listed in Section C, spec item 2.2 were applicable.

Question: Would the Government please provide a condition assessment of this equipment?

Question: Would the Government please provide the current storage capacity for water on NSGB?

The current storage capacity for water on NSGB is 13 Million Gallons.

Section C. Annex 0200000 Spec Item 2.14.2: The Spec Item requires the contractor to provide a ROM within 2 hours of discovering that the recurring work LOL is not sufficient to complete the task. Unless the standard defintion of a ROM is +/‐ 50% is acceptable, in order to provide a ROM that will be more in line with final price, more time is required due to the challenges of the location of the work.

Question: Would the Government consider extending the time frame to 24 hours for ROM submittal?

The requirement remains unchanged. The contract requires 2 hours to minimize any potential delays on work execution.

Section C Annex 1502000 Spec Item 3.3 states, "The contractor shall have material and equipment including backup or temporary replacement systems on island to be able to arrest the condition regardless of availability of Government provided transportation."

Question: As backup or temporary replacement systems are not universally interchangeable, would the Government please identify the configurations of all systems for which the Government requires the contractor to furnish backup or temporary replacement systems?

The systems and equipment specifications are listed in section J of the contract. The Government relies on the expertise of the Contractor to review each system in the contract and determine applicable backup or temporary replacements needed.

2.4 & 3.2 & 3.3.1

Government Furnished Items states, "b. A Government inventory of items stored in Building 2310 for exclusive Family Housing use only. The Contractor may use items from this inventory only when authorized by the KO’s designated representative, (Housing Manager). The Government will replenish the inventory supply levels at its discretion. The Contractor does not have storage rights in this facility (Bldg. 2310)."

Furnishings, Appliances & Equipment (FA&E) Management states, "The Contractor shall at all times maintain and procure no less than the minimum stocking levels inventory provided in attachment J‐1401000‐05." (Referenced attachment does not include any appliances.)

Minor Maintenance, Repair, Replacement Services states, "Sufficient inventory, including appliances, shall be maintained and procured by the contractor to ensure that minor maintenance/repair items are corrected within the response time allotted."

Question: Would the Government please clarify if replacement appliances are replinshed (procurred) by the Government, as stated in 2.4?

Spec item 2.4 refers to the items in building 2310 and has been updated via Amendment. The contractor is responsible for procurement of items in spec items 3.2, 3.3.1 and all other areas listed.

Section C. Annex 0200000 Spec Item 2.15.2.1.2 says to use RSMeans for material and equipment or a similar estimating source. It then states, "If not provided in RS Means or a similar estimating source, direct material prices may be based on national material supplier catalogue pricing or quotes from at least three different commercial vendors. Projected direct material requirements shall include a list of direct materials establishing the size, quality, number of units, and unit prices. ...Construction equipment costs shall include rental and lease costs, ownership costs where Contractor‐owned, construction equipment mobilization, and tools, not priced under the recurring work portion of the contract.

The direct material price will be multiplied by the Contractor's non‐recurring work material fixed burden rate."

Question: Please confirm that the statement, "The direct material price will be multiplied by the Contractor's non‐recurring work material fixed burden rate" applies to material (not BIN material covered in the UPL) and that "equipment cost not priced under recurring work" will be applied regardless of whether RSMeans is used for "catalogue pricing" or quotes from commercial vendors.

Per Annex 0200000, spec item 2.15.2.1.2, "If not provided in RS Means or a similar estimating source, direct material prices may be based on national material supplier catalogue pricing or quotes from at least three different commercial vendors......The direct material price will be multiplied by the Contractor's non‐recurring work material fixed burden rate."

Question: Is the Table of Contents also excluded from the page limitation?

The non‐price proposal submittal shall not exceed 150 pages. A table of contents is not required but may be provided. It will not be excluded from the page count for the non‐price proposal submittal; only blank tab dividers, Past Performance Questionnaires, and Contractor Performance Assessment Reports are excluded from the page limitation.

The Government will determine maintenance requirements of each COM relative to the COM Maintenance Related Information work defined in attachment J‐1401000‐12. The maximum maintenance requirements for COM's are articulated in sub‐annex 1401, spec item 3.3.5 and attachment J‐1401000‐12. Any appliances in need of repair or replacement discovered during COM's are covered under the FA&E spec item 3.2 and Minor Maintenance and Repair spec item 3.3.1. HVAC systems in need of repair or replacement discovered during COM's are covered under the IMP spec item 3.3.4.

On previous procurements, this collumn was titled G&A (General & Admin). Because G&A is utilized differently for different companies, the title was changed to represent administrative costs of the home office allocable to this requirement.

The PWS Spec Item 3 states, “Recurring work shall comply with federal, state, local regulations, applicable instructions, publications, manuals, directives, manufacturer’s specifications, and recommendations, such as: National Fire Protection Association Regulations (NFPA).”

Spec item 2.3.4.5 states, “The Government shall be the determining agency when deciding whether to replace an asset or not.” NFPA regulations consider both daily maintenance and life expectancy.

Question: Would the Government please identify Fire Department vehicles and equipment that are deemed to be past their operational life expectancy IAW NFPA?

When life expectancy of Fire Department Vehicles and/or equipment are assessed per NFPA or any other regulations, codes or standards, the Government shall be the determining agency when deciding whether to replace an asset or not.

Section M states, “(iv) Provide a narrative (limited to 15 pages) of all costs your firm classifies as direct and indirect and describe the basis and rationale for the proposed amounts.”

Question: Would the Government please clarify the page budget requirement for the Price Volume?

With the exception of the price narrative (which is limited to 15 pages), there is no page limitation for the price proposal.

Question: To ensure that vendors provide the information in the format required by the Government, would the Government please release a copy of Section B in the desired Excel format?

It is at the discretion of the offeror how to convert the Section B provided within the RFP to Excel to meet the submission requirement in Section L.

Contractor is responsible for all waste tires delivered to the landfill during the contract Period of Performance. In addition to the BSVE and BOSC‐generated tires, it includes (but not limited to) tires generated by other contractors on‐island, AUTOPORT, MWR, military units on‐base, POVs and orphan tires/abandoned vehicles.

The contractor will collect and package for government recycling/disposal ‐ lead‐acid batteries and electronic waste "e‐waste" ‐ the government will have to decide if they are willing to pay for off‐island glass and paper recycling. Per spec item 3.3.1, Replaced appliances are not passed useful life expectancy per attachment J‐1401000‐09. When listed items are in need of minor maintenance and/or repair, attachment J‐1401000‐07 provides the scope. When listed items are in need of replacement attachment, J‐1401000‐09 provides the scope. The Government will recommend replacement when deemed necessary. The contractor shall maintain/repair system until notified otherwise. When notified, the Government will utilize the FA&E section for any replacemet of appliance. Contractor shall not install appliance already passed useful life or replace appliance not passed useful life, unless notified by the Government.

Units that fail during the period of performance will need replacement or retrofit. There is currently no plan to replace R22 units that are functioning. Units in need or repair or replacement during the period of performance shall be covered in the IMP LOL.

Regarding “BILGE AND OILY WASTE COLLECTION SYSTEM,” the Government states, “The OWWO collection system consists of two lift stations and 5 pier‐side risers; two on Wharf B, one on Wharf T, and two on Pier A. Collection system includes but is not limited to all gravity sewers, lift stations, force‐mains, valves, igloos (steel cage and concrete berms that protect risers), containment storm‐water drain valves and piping, manholes, cleanouts, and associated appurtenances. The collection system also includes a wide variety of hose and cam‐lock fitting and adaptors to connect ship’s hoses to the riser’s. Fittings may range in size from 3”, 2.5”, 2” or 1.5” and shall be adaptable to cam‐lock, fire hose and NPT connections in either male or female connections. Collection system includes the hoses maintained by the contractor to connect the ship to the OW riser.”

Question: Has the collection system been updated to include gauges on the pier‐side risers, or does the BOTWs’ fluids have to be pumped out with an additional piece of equipment so that the product can be measured?

Current contractor uses a pump truck for Bilge and Oily waste removal from ships. The contract calls for the complete system to be operational. System will need to be tested to determine capability.
