Price Proposal Submission Requirements –

1. SF1442, Solicitation, Offer, and Award.

The SF1442 shall be filled out completely by the offeror and signed by an official that is authorized to bind the company. The offeror shall also acknowledge all amendments to the solicitation in accordance with the instructions on the Standard Form 30 or Block 19 of SF1442.

2. Section 00 10 00, Proposal Price / Bid Schedule.

The offeror shall fully complete this section.

3. Section 00 45 00 - Representations, Certifications and other Statements of Offeror’s.

The offeror shall complete all representations and certifications in Section 00 45 00 and also ensure current registration and completed/updated Annual Representations and Certifications on the System for Award Management (SAM) website, www.sam.gov.

4. Section 00 21 00 – FAR 52.229-15 (Dev) Performance and Payment Bonds – Construction (Deviation):

Performance and payment bonds will be required only for the installation (onsite construction) portion of the work. Bonds must be furnished within 10 calendar days after the Contractor receives notice to proceed with the construction portion of the work. The Contractor must have the capability to bond 100% of the construction CLINs over the anticipated performance period; however, bonding will be permitted on a rolling, per unit basis such that after each unit is installed and the one-year construction warranty period ends for that unit, bonding will commence for the next unit in the queue for installation. Bond amount must be the sum of all CLINs (mandatory and exercised options) for each unit.

00 20 00-1

5. Banking and Bonding point of contacts.

The Government is required to determine Contractor’s responsibility; the offeror shall provide contact information (Company name, point of contact, address, email, and phone number) for the offeror’s bank and bonding institutions.

WAGE DETERMINATIONS

The Contractor shall adhere to the DBA Wage Determinations for the areas in which performance will occur. The most current wage determinations can be found at www.SAM.gov. Applicable Wage Determinations will be incorporated into the Contract Award (See Appendix B). Current Wage Determinations applicable as of the date of solicitation are:

Section 00 21 00 - Instructions

PRICE SCHEDULE

Price Schedule

Unrestricted Competition

The magnitude of the project is estimated at over $500,000,000

1. The bid schedule is divided into categories/tables for the following:

Hydraulic Turbine Design (0100s) Prototype Design (0200s) Miscellaneous Equipment, Spare Parts, and Oil Disposal (0300s) Unit AA Prototype Supply and Install (0400s) Unit AB Prototype Supply and Install (0500s) Unit FA Prototype Supply and Install (0600s) Unit AC Prototype Supply and Install (0700s) Unit FB Prototype Supply and Install (0800s) Unit AD Prototype Supply and Install (0900s) Unit FC Prototype Supply and Install (1000s) Unit AE Prototype Supply and Install (1100s) Unit FD Prototype Supply and Install (1200s) Unit AF Prototype Supply and Install (1300s) Unit FE Prototype Supply and Install (1400s) Unit FF Prototype Supply and Install (1500s) Optional Unit AG Prototype Supply and Install (1600s) Optional Unit FG Prototype Supply and Install (1700s) Optional Unit AH Prototype Supply and Install (1800s) Optional Unit FH Prototype Supply and Install (1900s) Optional Unit AI Prototype Supply and Install (2000s) Optional Unit FI Prototype Supply and Install (2100s) Optional Unit AJ Prototype Supply and Install (2200s) Optional Unit FJ Prototype Supply and Install (2300s)

2. Where variations of an item are priced under one CLIN, the first item (AA) will be awarded as the base requirement. As required based on the final turbine configuration chosen by the Government, subsequent items (optional) will be awarded based upon the outcome of the hydraulic design. No more than one subsequent item (optional) will be awarded for each CLIN and this optional item represents the incremental price difference relative to the first item (AA). All mandatory and optional CLINs will be evaluated during the selection process consistent with the evaluation factor instructions within the solicitation. The solicitation will state, for award purposes, that price will be evaluated based on the total sum anticipated for all base and option CLINs. Evaluation of the option shall not obligate the Government to exercise the option.

3. The price schedule categories provided generally align with the phases of work as defined in Section 01

11.00 00 25 (with some overlapping exceptions).

4. The tables include a column that delineates which CLINs are governed by supply clauses and those that are governed by construction clauses. The Supply clauses defined in this contract apply to the CLINs with an ‘S’ designation in the tables and the Construction clauses apply to the CLINs with a ‘C’ designation in the tables.

5. Some prototype bid items, dependent on the outcome of the hydraulic and prototype designs, include a defined basis for bid. The basis and specification technical requirements define the configuration of the

00 21 00-1 item for bidding purposes. The basis for some bid items include blanks where the Offeror must provide $/ton and labor percentages. Following the completion of the hydraulic design process, if final weights differ from basis weights as a result of Government direction, those CLINs that include a basis (i.e., anything other than “None”) will be subject to price adjustments as described below. Basis weights of materials have been included and are to be assumed for pricing. NOTE: Weights provided in this draft solicitation are preliminary, and most are yet to be determined.

6. The prototype bid items that will be dependent on the outcome of the hydraulic and prototype designs will be adjusted based on the final weights of carbon steel and stainless steel. The price of labor will not be adjusted; only the price associated with materials will be adjusted. Example of how price will be adjusted:

a. Example:

i. Proposed price of CLIN X is $1,000,000

ii. Proposed percent labor is 50%

iii. Carbon steel weight and $/ton in basis: 100 tons at proposed $2,000/ton

iv. Stainless steel weight and $/ton in basis: 50 tons at proposed $3,500/ton

v. Final carbon steel weight: 120 tons

vi. Final stainless steel weight: 45 tons

vii. Price adjustment:

1. Labor - $1 million*50% = $500,000 (stays the same)

2. Fixed Material Portion - $1,000,000 – [(100*$2000) + (50*$3500)] - $500,000

= $125,000 (stays the same)

3. Adjusted Material Portion - (120*$2000) + (45*$3500) = $397,500 (increase)

4. Final Adjusted Total Price - $500,000 + $125,000 + $397,500 = $1,022,500

7. Prototype bid item “Description” column verbs are defined as follows:

Design – Prototype design/engineering including analysis and the preparation of design documentation (reports, drawings, etc.).

Furnish – Design/engineering, manufacturing, procurement, and delivery of components to John

Day Powerhouse.

Supply – Manufacturing/procurement and delivery to John Day Powerhouse Install (Installation) – Field work to incorporate new, modified, and/or existing components into the finished generating unit.

Refurbish (Refurbishment) – Rehabilitation of existing components (including incorporation of replacement/modified components) for usage in the rebuilt generating unit.

Replace (Replacement) – Removal of existing component (if require for installation of replacement components) and installation of replacement component.
