Antiterrorism Awareness for Contractors – Joint Base McGuire-Dix-Lakehurst
This document is an informational pamphlet on antiterrorism awareness distributed by the JB MDL Antiterrorism Office to contractors operating at Joint Base McGuire-Dix-Lakehurst in New Jersey. The pamphlet educates contractors on their role as additional eyes and ears to help maintain security vigilance and report suspicious activity affecting the base community and surrounding area. Contractors are instructed to remain alert to their surroundings by identifying what is different or does not fit, knowing people who belong in their work areas, and recognizing official organizational names and insignia. Key indicators to monitor include external and internal surveillance involving unfamiliar people or vehicles, vehicles with expired tags, illegally parked or occupied vehicles remaining in one location for extended periods, and the same vehicle repeatedly passing a location.
The pamphlet identifies nine types of suspicious activities requiring immediate reporting: surveillance, elicitation, security tests, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. It outlines four Force Protection Condition (FPCON) levels—Normal, Charlie, Bravo, and Delta—with corresponding security measures and threat indicators. Contractors are instructed to report all suspicious activity to the 87th Security Forces Squadron at (609) 754-6001, and are provided emergency contact information: landline 91-1 or cell phone (609) 754-6001. The pamphlet emphasizes preparedness procedures including providing name, location, building details, and callback phone number when reporting incidents, remaining at the location until contacted by Security Forces, and following directions from Security Forces members via the Emergency Control Center.
