Joint-Base McGuire, Dix, Ranges, Lakehurst, NJ (JB-MDL)

7 July 2026

1.0 SCOPE

This statement of objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at Joint-Base McGuire-Dix-Lakehurst, New Jersey (JB-MDL NJ). The current GV system consists of forty-two (42) outdoor GV poles (i.e., towers) that span over three joint base areas: McGuire, Dix, Ranges, and Lakehurst. This project will require installation of Giant Voice equipment for interoperability and compatibility with the AtHoc alert system and achieve uniformity for the whole JB-MDL GV system. The new GV system shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the specified critical locations on JB-MDL NJ. It shall be able to communicate over the existing Radio Frequency (RF) communications infrastructure. The new stand-alone GV system shall provide sufficient intelligible voice coverage with real-time emergency alerting messages and accurate system health activities. This project covers the following technical objectives:

1.1 The contractor shall utilize the existing Giant Voice communications infrastructure and use the current VHF radio frequency of the GV system. The audible siren speaker messages shall be optimized, tested, controlled, and adjusted to prevent bleed-over noise into the surrounding communities, i.e., have volume control capabilities.

1.2 The contractor shall furnish and install new PC-based Central Controller Stations, to include an alert graphics display, and Central Communication Units. Contractor shall also provide and install new two-way communications alert software that provides detailed graphics screen and customized range map for control, activation, monitoring, and display of siren status and GV system health status.

1.3 The contractor shall provide a solution using the existing RF communications to provide adequate and intelligible live voice and pre-recorded messages for the critical locations at JB-MDL, NJ.

1.4 The GV system shall provide terrorist attack announcements, weather warnings, Force Protection, active shooter, exercises, physical and procedural security, mass notification and alert warnings, and local accident information affecting base operations. Specific information on “canned tone announcements” will be defined at walk-through.

1.5 The Contractor may utilize pre-proposal walk through information to analyze the project requirements, conduct sound propagation analysis, perform engineering design tasks, and develop the data deliverables.

1.6 The contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of this project. Services shall include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, training, and one year warranty. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.
