About this file
This document is an antiterrorism awareness pamphlet developed by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office for contractors working on the base. The pamphlet provides guidance on recognizing and reporting potential terrorist threats and suspicious activities that could affect base security and the surrounding community. It emphasizes contractor responsibility as "Force Multipliers" providing additional eyes and ears to maintain security vigilance.
The document outlines specific indicators of terrorist activity to monitor, including surveillance (both inside and outside the fence), vehicles with expired tags or illegally parked for extended periods, and repeated passing of the same vehicle near work locations. It defines three types of potential victims: Victim By Association (wrong friends in wrong place), Victim By Location (wrong place at wrong time), and Victim By Opportunity (random circumstance at soft targets). The pamphlet details suspicious activities to report including surveillance, elicitation, security testing, acquiring supplies, suspicious persons out of place, dry runs, deploying assets, and terrorism financing. It presents the Force Protection Condition (FPCON) system ranging from Normal through Alpha, Charlie, and Delta levels with corresponding protective measures. Emergency reporting procedures direct contractors to contact the 87th Security Forces Squadron at (609) 754-6001 or dial 91-1 from base landlines. The document specifies what information to provide when reporting suspicious activity: name, company, location, building name/number, callback number, and remaining at location until contacted by Security Forces.
