This is a Questions and Answers document for federal contract opportunity FA448426Q0036, a Holistic Health and Fitness Support services contract.
The contract requires six full-time equivalent (FTE) personnel to be allocated equally between two installations (JBMDL and Travis AFB), with three positions per location: one Athletic Trainer, one Functional Strength Coach, and one Mindfulness Coach. Athletic Trainer certification is mandatory, and the Mindfulness Coach must hold active National Certified Counselor (NCC) credentials. The base period begins September 30, 2026, with a 30-day phase-in period followed by full performance starting November 1, 2026. Services will be delivered in operational squadron environments and will support approximately 700 Airmen per location. Annual work hours are 1,920 per position. The contractor is responsible for providing technology, software, and data tracking tools (Athlete Management Systems, wearable tech subscriptions, biomedical assessment software), while the government will supply critical and rehabilitative consumables. Professional development costs and associated travel are included in fully burdened labor rates. Authorized travel is estimated at four trips annually for seven days per trip with a $10,000 cap kept as firm-fixed-price. This is a Total Small Business set-aside under RFO 52.219-6. The contractor is not responsible for clinical diagnoses or patient care; all formal medical services are provided by government medical groups. No coverage is required for employee absences under 30 days, and no SECRET clearance is required. The positions are covered under Service Contract Act wage determinations for New Jersey and California, with offerors responsible for proper employee classification and wage determination compliance.

1. Are offerors required to be HUBZone to be eligible for award?
2. Please explain what advantage is given to HUBZone offers that have not waived the evaluation preference and “otherwise successful small business offerors.”

- This is a Total Small Business set aside. RFO 52.219-6 is applicable.

- An updated PWS has been unloaded dated _____
e. The solicitation incorporates FAR 52.222-41 and 52.222-43 and includes New Jersey and California wage determinations, but the three required PWS labor categories are not expressly identified in the attached wage determinations. - It is the contractor/employer’s responsibility to classify and pay employees appropriately.
f. The applicable Wage Determinations do not appear to contain labor categories that directly correspond to the required positions of Athletic Trainer, Functional Strength Coach, and
Mindfulness Coach. Does the Government have recommended SCLS/Wage Determination labor category mappings for these positions?
- It is the contractor/employer’s responsibility to classify and pay employees appropriately.
g. Given the specialized qualifications required for the Athletic Trainer, Functional Strength Coach, and Mindfulness Coach positions, does the Government anticipate labor category conformance actions under the applicable Wage Determinations?
- If the successful offeror believes work is not covered by one or more existing classifications, the contractor and contracting officer will follow the process set forth in FAR 22.1019/RFO 22.1004-
2. Note that a conformance does NOT create an entitlement to equitable adjustment in the year of conformance, and the indexing procedure would affect any future-year wage increases for any conformed classifications.

- See Evaluation Factors for Award in the Solicitation.
