About this file
This is an antiterrorism awareness pamphlet developed by Joint Base McGuire-Dix-Lakehurst (JB MDL) for contractors working on the installation. The document provides contractors with information about their role in maintaining security vigilance and reporting suspicious activity that affects the base community and surrounding area.
The pamphlet identifies indicators of terrorist activity that contractors should monitor, including surveillance (unfamiliar people or vehicles), vehicles with expired tags, illegally parked or occupied vehicles remaining in one location for extended periods, and vehicles repeatedly passing a location. It defines eight specific threat indicators: surveillance, elicitation (attempts to gain information about military operations or capabilities), tests of security (measuring reaction times or penetrating security barriers), acquiring supplies (purchase or theft of explosives, weapons, ammunition, or military items), suspicious persons out of place, dry runs (planning activities without committing to terrorist acts), deploying assets (positioning people and supplies for attack), and terrorism financing (suspicious large cash transactions, smuggling, or fraud). The document establishes four Force Protection Condition (FPCON) levels—Normal, Charlie, Bravo, and Delta—with escalating security measures and protective postures corresponding to threat levels. Contractors are instructed to report suspicious activity to the 87th Security Forces Squadron at (609) 754-6001 or via emergency dial 91-1 from landlines on base or (609) 754-6001 from cell phones. When reporting, contractors must provide their name and company name, location with building name and number, call-back phone number, and remain available until contacted by Security Forces or move to a location as directed by Security Forces via the Emergency Control Center.
