Antiterrorism Awareness for Contractors Pamphlet

This document is an antiterrorism awareness educational pamphlet issued by the Joint Base McGuire-Dix-Lakehurst (JB MDL) Antiterrorism Office to contractors working on the installation. The pamphlet provides guidance on identifying suspicious activity and terrorist indicators that contractors should monitor and report to base security forces. Key awareness areas include surveillance detection (unfamiliar people or vehicles, expired vehicle tags, illegally parked vehicles remaining in one location, repeated vehicle passes), elicitation attempts via mail, phone, or in-person inquiries about military operations, security tests, acquisition of supplies (explosives, weapons, uniforms, badges), suspicious persons out of place, dry runs of potential attack locations, deploying assets for terrorist acts, and suspicious terrorism financing activities. Contractors are instructed to maintain situational awareness, know personnel who belong in their area, and recognize official organization names and insignia.

The document establishes Force Protection Condition (FPCON) levels ranging from Normal through Delta, with corresponding protective measures and security postures at each level. Contractors should report all suspicious activity to the 87th Security Forces Squadron at (609) 754-6001. The pamphlet emphasizes that contractors serve as additional security personnel providing eyes and ears to help maintain base security vigilance. Emergency contacts include landline dial 91-1 or cell phone (609) 754-6001. The document was updated on 22 April 2024.
