About this file
This is a Questions and Answers document for federal contract FA448426Q0027 regarding dock leveler procurement and installation at a military facility (JB McGuire-Dix-Lakehurst).
Equipment and Technical Specifications: The Government has clarified that a 30,000 lb capacity dock leveler is acceptable based on actual forklift specifications (15,000 lb equipment weight plus 4,000 lb lifting capacity). The Government strongly prefers air-powered levelers over hydraulic systems and will not accept hydraulic models as equals. New dock levelers must be sized to accommodate the actual field measurements taken during the August 19 site inspection rather than the originally specified 7' × 10' dimensions. Contractors must provide manufacturer lead times and overall project schedules as part of their technical proposals, acknowledging that longer lead times may be necessary.
Scope and Responsibilities: Quotes must include all aspects of the original request: equipment, freight, removal, installation, testing, and operator training. The contractor is responsible for obtaining and coordinating JB MDL hot-work permits required for welding during installation. All electrical work necessary for the dock levelers and restraints—including conduit, wiring, disconnects, circuits, controls, and final connections from available building power sources—must be included in the contractor's scope. The 305th will coordinate designated locations for dumpsters and temporary equipment storage on-site and will handle logistics for commercial equipment delivery through base security checkpoints. Contractor personnel, vendors, and vehicles can be submitted in advance for coordinated project access rather than processed individually.

Questions and Answers Part 2
Dock Leveler
FA448426Q0027
1. Dock Leveler Capacity
During our discussion with Perry, we reviewed the forklifts currently being used at the facility. We understand the forklifts weigh approximately 15,000 lbs. and have a maximum lifting capacity of approximately 4,000 lbs., resulting in a maximum combined load of approximately 19,000 lbs.
The PWS currently specifies a minimum dock leveler capacity of 45,000 lbs. Based on the actual equipment and operating conditions discussed during the site visit, should we continue to quote the specified 45,000 lb capacity, or would the Government consider a 30,000 lb capacity?
A 30,000 lb capacity should suffice
2. Hydraulic vs. Air-Powered Levelers
We also discussed with Perry and the maintenance team the use of air-powered versus hydraulic dock levelers, including the air-powered equipment currently being used at the Lakehurst location.
Based on our review of the application, our recommendation would be a hydraulic system.
There is not a significant cost difference between the two options, and we believe a hydraulic system would provide advantages in safety, reliability, and reduced maintenance over the life of the equipment.
Would the Government accept hydraulic dock levelers in place of the currently specified air-powered levelers, provided they meet all other required specifications and performance requirements?
-We would still prefer Air-Powered Levelers
3. Electrical Scope
The published Q&A confirms that the existing 3-phase power currently serves the truck restraints and that there is no power in the existing leveler pits.
Please confirm whether the contractor should include all electrical work necessary for the new dock levelers and restraints, including required conduit, wiring, disconnects, circuits, controls, and final connections from the available building power source.
-The contract should include all electrical work necessary.
4. Welding / Hot-Work Permits
Installation of the dock levelers will require welding/hot work. Will the contractor be responsible for obtaining and coordinating the required JB MDL hot-work permits, or will the Government coordinate the permitting process with the appropriate base personnel?
-The contractors will be responsible for obtaining hot-work permits
5. Material Staging, Dumpster and Disposal
Will there be a designated staging area at or near the project location where the new dock levelers, restraints, shelters, installation materials, and related equipment can be temporarily stored during the project?
We understand from the published Q&A that the contractor is responsible for providing the dumpster and disposal of the existing equipment and materials. Please confirm whether there will be a designated location for the dumpster during the project and whether there are any specific JB MDL requirements regarding dumpster delivery, placement, pickup, or removal of discarded equipment and materials from the installation.
-The 305th will coordinate the logistics for designated locations for dumpsters on site as well as temporary storage for soon to be installed equipment. For Delivery of the equipment the commercial carrier coming on to the base will have to be sorted through the commercial checkpoint that is owned and operated by security forces.
6. Commercial Deliveries and Subcontractor Access
The project will require coordination of equipment deliveries, dumpster delivery and pickup, lifting equipment, electricians, and potentially other subcontractors.
Can these personnel, vendors, and vehicles be submitted in advance for coordinated project access, or should we plan for each delivery/vendor to be processed individually through the applicable commercial access procedures?
-These can be coordinated in advance.
7. Project Schedule / Period of Performance
The PWS references completion within 45 calendar days, while the amended solicitation references an expected delivery within 60 days. The published Q&A also indicates that longer manufacturer lead times may be considered.
Should we provide our anticipated manufacturer lead time and proposed overall project schedule as part of our technical approach?
-Yes
8. Existing Pit / Dock Leveler Dimensions
During the August 19 site visit, we observed that the existing field conditions do not appear to correspond with the 7' × 10' dock leveler dimensions specified in the PWS.
Please confirm whether the Government requires 7' × 10' dock levelers, including any modifications necessary to accommodate them, or whether the new dock levelers should be sized to the existing field conditions.
-The new equipment should be sized to accommodate the measurements that were taken at the time of in person inspection.
9. The specification calls for air-powered levelers, while we would offer is a 7′ × 10′, 50,000-lb fully hydraulic model. Please provide us written confirmation that a hydraulic leveler will be accepted as an equal. Without this approval, we cannot represent our product as fully compliant
-As stated above, the 305th strongly believes that an air powered system will better suite our needs.
Please clarify whether you need equipment and freight pricing only, or whether our quote must also include removal, installation, testing and operator training.
-Quote should include all aspects associated with the original request. The three quotes that members of the 305th should serve as a good checklist for what kind of requests were made
If the complete turnkey scope is required, please identify the qualified New Jersey installer who will perform the field work.
-I would need more clarification on this question to answer appropriately.
