APPENDIX A
SECURITY AND ACCESS TO CONTROLLED AREAS
a. The Central Heat and Power Plant (CHPP) and surrounding areas are access controlled and have additional security requirements beyond those for general Base installation access.
b. Contractor shall provide a personnel and vehicle list for all personnel and vehicles requiring access to the installation and CHPP, including subcontractors to the Contracting Officer. This list shall be updated at least weekly by the Contractor. This list will be used to clear personnel and vehicles for access on to the installation.
The required information on each list is as follows:
1. Personnel lists shall include, for each person, the full name, date of birth, social security number (SSN) and employing company.
2. Vehicle lists shall include, for each employee and company vehicle, the make, model, serial number (VIN), year of manufacturer, color, license plate number, owner, and operating company.
c. 354th Security Forces Visitor Center will issue contractors a pictured visitor pass which will be used as verification identification to entry the CH&PP job site. A criminal background check will be conducted using Alaska State Troopers Alaska Public Safety Information Network (APSIN) prior to visitor passes being issued.
APSIN provides the ability to check all states criminal records for any outstanding wants/warrants on contractors requesting access to the CHPP job site.
d. All commercial/delivery vehicles entering Eielson AFB will be inspected by Security Forces at the Main installation gate. Expect a 20 minute delay for this inspection process.
e. Security personnel at the CH&PP visitor gate will check contractor’s CHPP visitor pass and may inspect contractor work vehicles.
f. The Contractor shall comply with the provisions of AFR 207-1, USAF Physical Security Program, and applicable security and law enforcement procedures established at the installation. The Contractor shall implement necessary security controls as prescribed by the installation commander.
g. Any infraction of security rules or regulations on the part of any Contractor employee may be considered grounds for the Eielson AFB installation Commander to prohibit reentry into restricted areas or on to the installation.
