When would you plan to issue an NTP, July ‘22?
Yes, the Government would issue an NTP July 22. However, the Government acknowledges that material and supply chain issues may impact the ability to start the repair and maintenance in the '22 construction season. The Contractor shall provide a critical path schedule that indicates when construction can be reasonably accopmplished. Should supply chain issues impact that ability to start repair in the '22 construction season, then work requiring the boiler to come offline shall not begin until Spring of '23. 9-May-22
2 Is the contractor responsible for procuring all the new economizer and superheater tubes?
Yes, the Contractor shall be responsible for procurement of all the new economizer and superheater tubes. 9-May-22
Page 6 of the Statement of Work, 1st bullet, mentions soot blowers 1L and 1R. Then, the paragraph mentions that internal baffles shall be removed and reinstalled. Please confirm that you want the contractor to remove and reinstall all the baffles in Boiler 4 and not just the ones near soot blowers 1L and 1R. Yes, the contractor shall remove and reinstall all the baffles. 9-May-22
The statement of work states that the “Contractor shall provide a report of the areas (total square feet) of internal baffle (steel and refractory) that require repair. Any repairs authorized by the CO will be incorporated into the reinstallation effort, with materials that meet or exceed the original.”
Will any repairs authorized by the CO be a change order? If not, how do we quantify this amount?
Yes, an approved LRR would be considered a contract modification upon government approval of contractor proposal and availability of funding will also be a consideration factor. 9-May-22
The statement of work states that “in the event that contents exceed limits, the Contractor will be responsible for onsite treatment and re-testing before discharge or offsite disposal by a qualified hazardous waste transport and disposal company.” If they are contaminated, is it a change order to the contract? If not, how do we quantify this amount?
Yes, if they are contaiminated it will be a change order to the contract.

The statement of work says that “if testing determines that accumulated slag and sediment removed from the boiler tubes is classified as hazardous waste, legally dispose of the collected material at an appropriately permitted landfill.” Will disposal of an contaminated slag be a change order to the contract? If not, how do we quantify this amount?
Yes, if they are contaiminated it will be a change order to the contract.

In the Statement of Work, Section 4.3, the third paragraph – This paragraph says the Contractor is to provide support to CHPP staff. Is the Contractor responsible to provide “initial flushing/blow-down” as well? Or, will the “initial flushing/blow-down” be by CHPP?
The CHPP will perform all blow downs, however, the Contractor shall provide personel on site during hydros and blow downs to make sure the CHPP personel perform the work according the Contractor's specification. 9-May-22
Is the Environmental Manager identified in Section 01.57.19, paragraph 1.6.4 required to be onsite for the duration of construction activities?
Yes, the Environmental Manager identified in Section 01.57.19, paragraph 1.6.4 is required to be onsite for the duration of construction activities.However, the person designated as the Environmental Manger may perform this duty concurrently with other roles and/or responsibilities (ex.Superintendent, Quality Control, HazWaste Manger, Safety, etc.). The EM is a title that should be given to the person on the project who has the relevant enivormental training (HAZWOPER, SWAPP, etc.) and who has the authority to implemnet regulations, policies, etc.

Seals at corners and intersections of boiler components have a history of failure. Will the Gov. provide a design for these seals, including welded attachments to headers, as needed to replace casing/insulation/tile? No, the contractor will be responsible for replacement of the seals. 9-May-22
Testing of previously collected wash-down water, slag/sediment, and filters showed elevated levels of contaminants. Should the contractor assume, for purposes of its proposal, that collected wash-down water, slag/sediment, and filters are not hazardous waste?

Should the contractor assume incidental weld repair/buildup of handhole gasket surfaces prior to re-facing?
Historically, incidental weld repair/buildup of handhole gasket surfaces prior to refacing has been approximately 10-20% but the Government does not gaurentee that Boiler 4 will have those same percentages. 9-May-22
Should contractor assume replacement of casing, insulation, and tile above the scale deck includes boiler roof, economizer roof, drum enclosures, and headers?
There are soot blowers on the casing at the scale deck and the Contractor will be removing the casing, insulation and tiles to gain access to the tubes and baffles. 9-May-22
13 We have the following questions regarding the BOM in the bottom left corner of drawing M-2.
a. What material is ALLEG 46? The Government believes this is steel alloy 46. 9-May-22
b. What material is C.I.? Cast Iron? Yes, cast iron. 9-May-22
c. What material is 18-8? This material is 304 grade stainless steel . 9-May-22
d. Would you provide us with drawing #50480-S4 STD 3?
