About this file

This document contains a justification and approval for sole-source procurement and a related federal contract opportunity notice. The justification and approval requests approval to utilize a Siemens HVAC control software and associated equipment on a sole-source basis for a hypersonics lab renovation project at Wright-Patterson Air Force Base. The estimated cost for the Siemens Talon control system parts is $12,350. A sole-source requirement is justified because the Air Force base currently uses either the Siemens Talon or Johnson Controls Metasys control systems base-wide, and the renovation project must integrate into the existing base-wide system. The related federal contract opportunity is a solicitation for the hypersonics lab renovation at Wright-Patterson Air Force Base, with an estimated construction cost between $1,000,000 to $5,000,000. The site visit is scheduled for July 8, 2021.

DEPARTMENT OF THE ARMY

LOUISVILLE DISTRICT, CORPS OF ENGINEERS

P.O. BOX 59 LOUISVILLE, KY 40201-0059

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Agency: US Army Engineer District, Corps of Engineers, PO Box 59, Louisville, KY 40201-0059

2. Description of Action: Approval is requested to utilize a Siemens HVAC Control Software and associated equipment as a sole source component for the Air Force Research Laboratory (AFRL) Building 20655 Renovate Research Facility for Hypersonics Lab project at Wright Patterson Air Force Base (WPAFB). The estimated cost for the Siemen Talon Control System parts are $12,350.

AF RDT&E (57 3600) funding will be used for this action.

3. Description of the Supplies/Service: Description of the Supplies/Service: The contract solicitation will include a sole-source brand requirement for a Siemens HVAC Control Software and associated hardware. This software and hardware are required for the Building 20655 Hypersonics Lab Renovation to be able to tie into the current base-wide system that WPAFB has standardized.

Currently, Building 20655 HVAC controls are provided via Siemens HVAC Control Software and associated hardware.

4. Authority Cited: The statutory authority permitting acquisition of the requirement by other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This authority is applicable to brand name acquisitions in accordance with FAR 6.302-1(c).

5. Reason for Authority Cited: Currently all buildings at WPAFB use the Siemen Talon Control System or Johnson Controls Metasys System. This project will be designed to tie-in to existing building systems so that there is only one (1) HVAC control system serving the entire facility.

WPAFB CE shop currently monitors their HVAC systems Base-wide with an Energy Management Control System (EMCS). The current configuration of that system is limited to two (2) manufacturer systems: Johnson Controls Metasys System Extended Architecture (MSEA) supervisory and facility controls system, and the Siemens Talon (BACnet) supervisory and control system. The EMCS controls the operations of HVAC equipment throughout the Base. The Base’s Installation Facility Standard dictates that any new Direct Digital Controls (DDC) must provide 100% interface with facility and the existing Metasys Controls or Talon Controls system without the use of third-party interface hardware/software. Due to the proprietary nature of the EMCS, no other manufacturer’s products can connect to and function with the existing control system. If a Johnson Controls or Siemens system is not installed, this facility will not satisfy the user’s requirement to be integrated with the base-wide system. The installation would either have to monitor via two different programs or replace the entire system at significant cost.

If equipment other than the specified Johnson Controls or Siemens DDC equipment is installed in this facility it will prevent the facility from connecting to the base-wide monitoring system. The facility would have to be monitored separately from the rest of WPAFB, which would require the establishment of a separate service contract at a significant cost to the government.

6. Efforts to Obtain Competition: None, for the reasons cited above.

7. Actions to Increase Competition: None, for the reasons cited above.
