About this file

This document is a justification for use of other than full and open competition for a federal contract opportunity with the Department of the Navy Military Sealift Command. The contract is for original equipment manufacturer authorized technical field service representatives and parts for work items covering maintenance and repairs on the USNS Kanawha during a 50-day mid-term availability period in fiscal year 2021. The estimated value for the 17 work items requiring OEM parts and service is $602,650, to be funded by Navy Working Capital Funds. The justification cites the statutory authority for less than full and open competition as only one responsible source under FAR 6.302-1(a), arguing the OEM or OEM-authorized representatives are required for safety and operational reasons. The document provides rationale for each work item citing equipment criticality and compliance with regulations. The agency intends to post a synopsis and RFP on SAM.gov and require any contractor to use the specified OEMs as subcontractors.
