Project Number: DXEB 21-1004 Project Name: Repair WP-1, Bldg. 800

1.0 Meetings

1.1 Pre-construction meeting:

After project award and prior to start of construction the contractor shall meet with 354 CONS Contracting Officer, and Clear Space Force Station (CSFS) Fire, Security, Civil Engineering and Environmental for a Contractor orientation to the 354 and CSFS procedures, policies, and lines of authority for contractual, administrative, and construction issues.

1.1.0 The meeting shall identify all POCs for contractor, 354 CONS, and offices at CSFS.

1.2.0 Fire Department:

1.2.1 Fire Extinguisher training required.

1.2.2 Hot permit requirements, MSDS on any flammable, toxic, or explosive materials reporting to CSFS Environmental

1.2.3 Contract lists for off-duty hours for Contractor personnel for emergency notification must be provided to the 354 CONS and CSFS personnel.

1.2.4 Emergency phone numbers: Off base and Cell phones: 907-585-6911. From CSFS land line: 911.

1.3.0 Security Forces:

1.3.1 All contractor personnel must be listed on the current access roster (EAL). EAL submissions and updates use the current Clear EAL request form.

Primary POC for Access Requests is Krys Byfuglien at 13SWS.CEN.Access_Request@spaceforce.mil or 907-687-1461 Requires Submission of 13 SWS Form 17 (13 DEC 2021), coversheet, and RealID verification.

1.3.2 If a person is involved in an incident resulting in property damage or a personal injury mishap, notify USACE and security personnel immediately. Use 585-6911 for requesting emergency response on Clear SFS.

1.3.3 ID requirements: Company Vehicles must have ID on the vehicles. Workmen must be identified by Hardhats with company logo or ID.

1.3.4 *NO STOPPING OR PARKING AT THE GVEA SWITCHING STATION FOR ANY REASON*

1.4.0 Civil Engineering (CE):

1.4.1 Work permit is required prior to starting work. Must be submitted 60 days prior to start of work. This project will be perform at CSFS SSPARS facility. Mission operations shall take precedence over construction work. Contractor shall submit an AF332 with a work plan listing length and duration of outage for the water cooling system. Also the restoration to operation service must be identified in the work plan. CE shall create an AF 103 work permit. Operations has final say if work is allowed to proceed or stop due to real world events.

1.4.2 Temporary power connections. No temporary power connections are anticipated for this project.

1.4.3 All AF 332s shall be submitted to base CE production control for review and approval.

1.5.0 Environmental (ENV):

1.5.1 CSFS Waste Disposal

1.5.1.1 Various Governmental agencies may be on base during the construction season to monitor compliance, and periodic site visits may be conducted by base personnel.

1.5.1.2 Posting of Environmental Placard is required.

1.5.1.3 Demolition and wastes disposal on base as approved in plan.

1.5.1.4 Report waste disposal and diversion to ENV monthly using the log provided.

1.5.1.5 All construction wastes must be disposed off-site.

1.5.1.6 Contractor-Caused Spills: Immediate notification is very important, CSFS ENV shall be notified of any spills.

1.5.2 Safety

1.5.2.1 Contractor to submit an Accident Prevention Plan (AAP) and Activity Hazard Analysis (AHA)

1.5.2.2 Accident Reporting. All accidents that cause damage to property and/or cause injury/death shall be reported to CSFS Security Forces and base Support Officer.

1.6 Access to restricted Space.

1.6.1 Clear SFS is a secured site. All personnel are subject to site security considerations. Personnel may be refused entry to the site based on adverse information.

1.6.2 Solid State Phase Array Radar System (SSPARS), Building 800, is the primary mission at Clear SFS. Unescorted access to the space for personnel and equipment is limited to personnel who have a “Secret” Level Clearance and are listed on the facility Entry Access List (EAL).

1.6.3 Access to the mechanical room and exterior area inside the PL-1 fence requires a Secret level or better security clearance. Otherwise escorts are required.

1.6.4 Contractor shall submit site Visitor Access Request (VAR) list to the CSFS Project Integration Manager at least 14 days prior to arrival on site. Security Forces will vet all personnel prior to arrival on site. Personnel not vetted or denied site access will not be permitted access to Clear SFS. In addition to site access, entry into building 800 requires 13 SWS/CC approval for personnel to be added to the Entry Access List (EAL).

1.6.5. All electronic equipment, such as laptops, electronic testing equipment, etc. must be submitted and approved for access into building 800. No equipment that isn’t declared and approved will be allowed inside the secured area. The VAR must contain the list of all electronic equipment required for the project.

1.6.6. All cell phones, smart watches, vehicle fobs, and/or any device that has the ability to transmit a radio frequency signal of any kind shall not be allowed within the secured perimeter of building 800. Contractor personnel can secure their electronic property in lockers at the Entry Control Facility (ECF), building 804, if necessary. All escorted personnel approved for access into building 800 will be issued visitor badges. Escorted personnel shall not venture to any area inside the fenced or secured area inside the building without an escort. All approved personnel must have an escort present at all times while in any restricted area.

1.6.7. Cameras must be submitted for approval prior to bringing into the secured area. A camera letter must be approved by the 13 SWS/CC and held at all times by the assigned person. All cameras are subject to inspection by any USAF, USSF, or ANG personnel, USAF Civilian personnel, and ANG Security Forces personnel upon request. Cameras without clear identification markings or that are capable of accessing the internet or broadcasting photographic data through other means will likely not be approved. The government retains sole authority for the acceptability of any camera proposed for use on the site. The camera holder shall present the approved camera letter and camera with contents at any time when requested by government personnel. It is recommended that the camera and media be sanitized of any personal sensitive material while being used during the work.

1.6.8. All commercial equipment and vehicles shall be subject to search at the main gate and at the ECF, Building 804.

2 Scope of work

2.1Remove the current WP-1 well pump turbine and motor. Replace with a new motor and the Government owned turbine pump, currently stored in the Clear SFS (CSFS) warehouse. Overhaul the existing well pump, which includes replacing line shaft bearings and other wear parts as necessary. Return the pump to CSFS warehouse for long term storage. After installation, conduct an initial vibration analysis of the WP-1 for future baseline reference. Deliver vibration report to Clear SFS Civil Engineering department for distribution.
2.2The WP-1 well pump is located inside building 800, mechanical room 126. To remove the WP-1, an access hatch is located on the roof of the mechanical room. The roof is 3 stories above ground level. In addition to roof access hatch, a HEMP Shielding hatch has to be opened, and the second floor mezzanine grate has to be removed. The WP-1 well is ~ 180 feet deep. To remove the submersible turbine pump, the entire water column and drive shaft have to be removed and disassembled in the mechanical room. There is no Jib crane or bridge crane in the mechanical room. A mobile crane that can set outside of building 800 and reach the 3rd floor roof hatch of the mechanical room will have to be mobilized to perform the work. The crane’s lifting capacity has to exceed the weight of the entire vertical water column and turbine pump, and the boom has to reach the roof hatch.

2.3 To access the roof hatch, the crane will be required to be located within the restricted area of the SSPARS, Building 800 campus. Therefore, crane operator and personnel as well as the personnel in the mechanical room shall require security escorts or appropriate clearance and EAL approval.

2.4 The Crane operator shall not have a line of sight of personnel in the mechanical room. Only EAL approved Hand Held radios for two way communication shall be allowed. Submit radios on the VAR.

3 Project Schedule And Submittals

3.1 Period of performance is 180 days after receipt of the Notice to Proceed.

3.1.1 Contractor to submit a project schedule for approval.

3.1.2 Schedule shall list all milestones and critical path items.

3.1.2.1 Start

3.2 Submittals: Contractor to submit for approval submittal documents as listed on the USAF AF Form 66R.

3.2.1 Crane Safety Plan and Certificates.

3.2.1.1 Provide a plan detailing setting and locating the crane to ensure site safety during crane mobilization, de-mobilization, and operation. Safety extends to USSF/USAF personnel, contractor and subcontractor personnel, and USSF/USAF property.

3.2.2 Environmental Protection Plan. See Attachment A

3.2.3 Solid Waste Disposal Reporting. See Attachment A

3.2.4 Hazardous Waste Disposal. See Attachment A

3.2.5 Solid and Hazardous Waste Diversion Reporting. See Attachment A

3.3 Quality Control

3.3.1 Testing Laboratory Information Vibration Analysis Report. After the well pump has been replaced with the government furnished vertical turbine pump and new motor, and WP-1 is restored to full operation, the contractor shall solicit the services of a Certified Testing laboratory that performs a Vibration Analysis of industrial equipment. Perform the test and provide a certified report to Clear SFS 13 SWS/MA Civil Engineer.

3.4 Contract Close Out

3.4.1 Record documents – Contractor to submit any record document of work performed, including the following:

3.4.1.1 All build drawings, if any changes were required to the piping configuration and/or the electrical system.

3.4.1.2 Manufacturer specific instructions.

3.4.1.3 Records of modifications to the Building Management System if required.

3.4.2 Operation and Maintenance (O&M) Data for Electric Motor.

3.4.2.1 Provide factory O&M Data for electric motor

3.4.2.2 O&M shall have installation instructions

3.4.2.3 O&M shall list periodic maintenance schedule

3.4.2.4 O&M shall list required spare parts

3.4.2.5 O&M shall have a trouble shooting procedure list

3.4.3 Warranties

3.4.3.1 Contractor shall submit a letter of warranty from prime contractor stating install work is warranted for a period of no less than one year after the final acceptance of the project completion.

3.4.3.2 Provide all manufacturer extended warranties.

3.4.4 Water well re-development report

3.4.4.1 After the WP-1 well pump is placed into operation, the contractor shall provide a water well development test report.

4. Government Supplied Materials

4.1 The following materials are in use or stored at Clear SFS Warehouse.

4.1.1 Spare turbine pump – Currently Stored in SFS Warehouse.

4.1.1.1 One each, American Turbine Bowl Assembly.

4.1.1.2 One each, American Turbine 5’x1-1/2” Line Shaft W/302 Stainless Steel Sleeves, 3886.

4.1.1.3 Two each, American Turbine 10’x1-1/2” C1045 Line Shaft W/304 SS Sleeves.

4.1.1.4 Three each, American Turbine Retainer with Insert, 1329.

4.1.1.5 Twenty each, American Turbine Insert, 1290.

4.1.1.6 Three each, Carbon Steel Line Shaft Coupling, 489.

4.1.2 WP-1 electric motor in use in building 800.

4.1.2.1 Electric Motor, 150 HP, 480V, 3 Phase. Bearing overhauled December 2020. Currently in use operating WP-1.

4.1.2.2 Disconnect power to motor. Motor to be removed. Transported to building 250 Clear SFS Warehouse.

4.1.3 WP-1 Turbine Pump in use in building 800.

4.1.3.1 American vertical turbine pump, currently in use.

4.1.3.2 Disconnect water piping.

4.1.3.3 Remove well pump, water column, and drive shaft.

4.1.3.4 Transport to rebuilders in Fairbanks and overhaul required parts.

4.1.3.5 Return overhauled materials to Clear SFS Warehouse.

4.1.3.6 Reuse water column and parts not supplied by the Government for new pump installation.

5 Contractor supplied Materials
