SOO Version 1.1

Statement of Work Project: DXEB 21-1004 Project Title: Repair WP-1, Bldg. 800, Clear SFS PoP: 180 calendar days after Notice to Proceed
Synopsis:
1. Background
Building 800 primary industrial cooling pump was installed in 1999. The motor bearing has been replaced twice since initial installation. The turbine pump has not been overhauled, replaced, or repaired since the original installation.
In 2020, the motor developed excess vibration. BOS contractor hired a Vibration Engineer to analyze the extent of vibration and provide a recommendation. After a dynamic vibration inspection of the pump, it was determined that the motor bearings were failing. The motor was removed and shipped to Fairbanks, and the bearings were replaced. The vibration engineers report recommends the turbine well pump had reached its operational life and needs to be over hauled or replaced.
2. Objective
Repair by replacement project to extend the operational life of the WP-1 pump until the year 2040. Supply a backup motor and pump for the unlikely event of an emergency replacement. Conduct a baseline vibration analysis of the new equipment for future diagnosis comparison.
3. Scope
Remove the current WP-1 well pump turbine and motor. Replace with a new motor and the Government owned turbine pump, currently stored in the Clear SFS (CSFS) warehouse. Overhaul the existing well pump, which includes replacing line shaft bearings and other wear parts as necessary. Return the pump to CSFS warehouse for long term storage. After installation, conduct an initial vibration analysis of the WP-1 for future baseline reference. Deliver vibration report to Clear SFS Civil Engineering department for distribution.
4. Tasks
4.1 Planning and Coordination
a. The work will be conducted in a highly sensitive area. Every aspect shall be coordinated with the Base command staff and engineering.
b. Prepare and organize all work in accordance with a formal work plan.
c. Prepare and submit all major demolition and restoration work elements under the cover of an AF-332 work request. All work shall be reviewed and approved individually by the designated Base Command Staff representative. Review and approval of demolition and restoration work will be conducted and approved via AF-103 approval document by the Base staff to include but may not be limited to:
Commander (CC), Director of Operations (DOV), Support Officer (MA), Fire Chief (CEF), Security Forces Commander (268 SFS), Site Manager (CA), and Radar Manager (CAC)
4.2 Procurement:
a. Engage a qualified well pump contractor with expertise for deep well pump installation and removal to conduct field disassembly and reassembly.
b. Engage the services of a qualified vibration engineer for vibration analysis.
c. Purchase a new well pump motor meeting the service requirements of the existing well pump. Confirm estimated delivery after receipt of Purchase Order.
d. Deliver new well pump motor to CSFS warehouse. Bldg 250, Clear Space Force Station 99704.
4.3 Mobilization:
a. Transport of a Grove 890RT Crane, or equivalent sized crane, to the project site.
b. Mobilize well pump repair crew.
4.4 Construction
a. Set crane near building 800 mechanical room east exterior wall in accordance with the approved plan.
b. Open roof access hatch. Open HEMP shield hatch. Remove mechanical room mezzanine grate over WP-1. Secure mezzanine opening with safety cones and standoff distance safety rope.
c. Protect and cover the carpet on the 1st floor of Building 800, from the South Mechanical Room door, room 128, the hallway 115, at hallway 106, and room 111 general storage. Remove the center bars from double wide doors to provide clear access through door ways. At HEMP door between room 107 and Vestibule 130, place threshold protective cover.
d. Crane cable shall be carefully lowered from boom point, through opened hatches to the well pump.
e. After the water piping and electrical power has been disconnected, begin removal of WP-1 assembly. Remove the pump motor.
f. Secure the pump column to the cable. Using the crane cable, carefully raise the pump assembly vertically. As the well assembly is raised and each column section is exposed, secure the lower section below the column flange to prevent dropping the sections. Remove the exposed column. Re-secure the crane cable to the next column section. Repeat this process until the pump turbine is removed. Secure well casing opening at all times to prevent against accidental entry of foreign objects into the well casing.
g. As motor, column sections, and pump turbine are removed, move the pump parts to the B800 loading dock room 107 then into the vestibule 130.
h. Load well pump motor and column shaft sections onto flatbed truck. Transport to CSFS warehouse for temporary storage. The existing pump turbine shall be transported to Fairbanks for overhaul. Contractor shall include cost of transporting and overhauling the pump turbine.
i. Bring government furnished well pump turbine, shaft, shaft bearings, and new motor to Vestibule 107. Bring loose small parts into mechanical room 128 as re-assembly proceeds. In the reverse order of the well pump removal, proceed with installing new parts into the well casing. Be certain that all materials are accounted for prior to making ready to start the well.
j. Once well pump assembly installation is completed, reconnect water piping and electrical power. Carefully raise crane cable out of building. Reinstall mezzanine grate. Close and secure both the HEMP shield hatch and roof access hatch.
k. After all material has been installed, remove hallway protective floor covering and clean affected areas of building.
l. Perform well water flow test and well redevelopment. Request PM&UO to set well water system into bypass. All flush water from redevelopment shall bypass heat exchangers and must be discharged into the designated emergency retention basin north of building 800. Run flushing water until the sand content of the well discharge reaches acceptable levels.
m. After well development is completed, request PM&UO to reset well water flow. PM&UO shall close the system bypass valve, and open system heat exchanger valve, to allow well water to flow through the heat exchangers, and then discharge into Lake Sansing.
n. Move the crane from building 800 secured perimeter and prepare for crane’s demobilization from site.
o. The vibration engineer shall perform vibration measurements of the new motor and well pump. Submit a complete report with vibration measurements and analysis to CSFS CE upon completion.
p. Return the overhauled pump turbine from Fairbanks to Clear SFS. Deliver the pump to CSFS Warehouse.
4.5 Demobilization.
a. Remove crane from site.
b. Demobilize well drilling crew from site.
c. Ensure that all refuse materials have been removed, and the area restored to as found conditions.
4.6 Site support activities to be furnished by the Base as follows:
a. De-energize power circuit to the existing WP-1.
b. Divert water flow from WP-1 to FP-2.
c. Operate and maintain FP-2 during well pump replacement.
d. Energize power to WP-1.
e. For WP-1 commissioning, set raw water system valves to bypass heat exchangers and discharge water into retention basin.
f. After commissioning WP-1, reset well water system valves for well water flow through the heat exchangers and discharge into Lake Sansing.
g. Coordinate with site to verify proper function of completed work.
5. Delivery
a. All labor and materials to be delivered to CSFS, Bldg. 800, Radar Ave. 99704. Well pump motor may be delivered to CSFS Bldg. 250, 200 A Street, 99704 for temporary storage until Crane is mobilized on site.
b. Well commissioning report. Delivered to 200 A Street, Bldg. 201, Room 2008, CSFS, 99704.
c. Vibration analysis report. Delivered to 200 A Street, Bldg. 201, Room 2008, CSFS, 99704.
6. Government-Furnished Property (GFP)
a. 1 each, American Turbine 5’x1-1/2” line shaft w/302 SS Sleeves, 3886.
b. 2 each, American Turbine 10’x1-1/2” C1045 Line Shaft W/304 SS Sleeves, 3887.
c. 3 each, American Turbine Retainer with Insert, 1329.
d. 20 each, American Turbine Insert, 1290.
e. 3 each, American Turbine Carbon Steel Line Shaft Coupling, 489.
f. 1 each, American Turbine 1-1/2” Head Shaft 416SS, Complete with heat nut and Gib Key, 2147.
g. 1 each, American Turbine 12H150 Bowl Assembly
7. Security Considerations
a. Clear SFS is a secured site. All personnel are subject to site security considerations. Personnel may be refused entry to the site based on adverse information.
b. Access to the mechanical room and exterior area inside the PL-1 fence requires a Secret level or better security clearance. Otherwise, escorts are required.
c. Contractor shall submit site Visitor Access Request (VAR) list to the CSFS Project Integration Manager, 14 days prior to arrival on site. Security Forces will vet all personnel prior to arrival on site. Personnel not vetted or denied site access will not be permitted access to Clear SFS. In addition to site access to gain entry into building 800, 13SWS/CC approval is required for personnel to be added to Entry Access List (EAL).
d. All electronic equipment, such as laptops, electronic testing equipment, etc. must be submitted and approved for access into building 800. No equipment not declared and approved will be allowed inside the secured area. The VAR must contain the list of all electronic equipment required for the project.
e. All cell phones, smart watches, vehicle fobs, and/or any device that has the ability to transmit a radio frequency signal of any kind shall not be allowed within the secured perimeter of building 800. Contractor personnel can secure their electronic property in lockers at the Entry Control Facility (ECF), building 804, if necessary. All escorted personnel approved for access into building 800 will be issued visitor badges. Escorted personnel shall not venture to any area inside the fenced or secured area inside the building without an escort. All approved personnel must have an escort present at all times while in any restricted area.
g. Cameras must be submitted for approval prior to bringing into the secured area. A camera letter must be approved by the 13SWS/CC and held all times by the assigned person. All cameras are subject to inspection by any USAF, USSF, or ANG personnel, USAF Civilian personnel, and ANG Security Forces personnel upon request. Cameras without clear identification markings, or that are capable of accessing the internet, or broadcasting photographic data through other means will likely not be approved. The government retains sole authority for the acceptability of any camera proposed for use on the site. The camera holder shall present the approved camera letter and camera with contents at any time when requested by government personnel. It is recommended that the camera and media be sanitized of any personal sensitive material while being used during the work.
h. All commercial equipment and vehicles shall be subject to search at the main gate and at the ECF, Building 804.
8. Travel
a. Routine travel from Fairbanks, Alaska, 75 Miles to the north.
b. Meals may be purchased at Northern Lights dining hall.
c. No Contractor Personnel Housing is available on Clear SFS.
9. Special Material Requirements Contractor to provide material sources, submittals, operation, maintenance and installation data for repair work covered by this SOO. Contractor to submit copies of any applicable Safety Data Sheets (SDS) for any consumable materials to be brought on site for the work. All SDS shall be furnished to the project in three copies for use by the project manager, site environmental, and warehouse staff prior to delivery of materials for use on the Site.
10. Other Unique Requirements and Considerations
Prepare and submit a plan for the orderly execution of the work. Coordinate with the Site CE (907) 585-6421, and the CSFS Fire Department (907) 585-6542. Schedule building access with the Project Integration Manager (907) 585-6360.
If grinding, brazing, torch cutting, welding or any spark producing activity is required, the contractor shall obtain a hot work permit from the CSFS Fire Department and receive all necessary briefings.
Escorts to be provided by prime contractor. Minimum of two escorts are requires at all times while crews are in secured areas: one for inside building 800 and one for building exterior for access inside the PL-1 fence.
State mandated road restrictions can impede the crane transport to CSFS. Road restrictions can be assigned as early as March and continue through June. Alternate transportation for crane is Alaska RR. There is a RR loading ramp east of Camp Avenue, on the north rail spur.
11. Place of performance
Building 800, SSPARS, Radar Ave. CSFS, AK 99704.
12. Period of performance
a. All work must be completed within 180 calendar days of notice to proceed.
b. If road restrictions are set in place, a no cost, project schedule extension will be allowed equal to the time period of the state mandated roadway restriction.
13. Supplemental Information:
a. This facility is not considered historical and is not registered through the State Historical Preservation Office (SHPO).
b. Abatement:
1. Asbestos - The work area is not known to contain asbestos.
2. Lead-based Paint – A lead based paint survey requirement does not exist.
3. Contaminated Soils- The work area is not known to contain or involve contaminated soils.
4. Sampling and Analysis Plan (SAP) requirement does not exist.
