About this file
This document outlines the source selection evaluation criteria and procedures for an Indefinite Delivery/Indefinite Quantity contract for facilities maintenance and construction projects across the Cherokee National Forest. The Forest Service will award multiple IDIQ contracts to contractors who will be eligible to compete for task orders for maintenance, repair, remodeling, renovation, and new construction projects. Evaluation criteria include acceptability of proposals, price reasonableness, experience performing similar work, and past performance. The agency will rate offerors' past performance and assign a confidence assessment of substantial, satisfactory, limited, no, or neutral confidence. Price will be slightly less important than risk evaluation of experience and past performance. The contracts have a maximum value of $7 million shared across awardees, with a minimum guarantee of $2,000 per contractor. Task orders may be up to $250,000 each and require bonds over $35,000 for construction. This is a 100% small business set-aside with a size standard of $39.5 million.

Source Selection Evaluation Criteria and Procedures
General The solicitation is issued as a procurement in accordance with Federal Acquisition Regulation
(FAR) 36.3. The solicitation will include a Request for Proposal on Seed Projects. Proposals will be evaluated to determine which offerors will be awarded a contract. Proposals are expected to conform to solicitation provisions and be prepared in accordance with this section. To aid in evaluation, the proposal shall be clearly and concisely written, neatly presented, indexed (cross-indexed as appropriate), and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the offeror, the date of the offer, and the solicitation number. Each volume shall be clearly marked by volume number and title.
The Government intends to award multiple contracts for the services of six (6) to eight (8) contractors under this solicitation. Offerors will have the opportunity of working on both the
North and the South Zone, or on just the North Zone, or on just the South Zone. There will be a minimum of two contractors selected who will work on both the North and the South Zones. The government reserves the right to award more or less contracts than the targeted award pool.
There are two (2) seed projects for Requests for Proposals evaluated for the cost/price criteria.
The intent is that these will be the initial Task Orders awarded to successful contract offerors.
The seed projects are as follows:
CNF South Zone:
1. Tellico Ranger Station Site Performance and Maintenance.
*Multiple awards may be made from this single Seed project.
CNF North Zone:
2. Unicoi Work Center Maintenance
*Subject to availability of funds.
Evaluation Methodology
Factor Identification – The Source Selections Evaluation Board will evaluate the proposals received in response to the Indefinite Delivery, Indefinite Quantity (IDIQ) Contract Request for Proposals. Award will be made to the offeror who represents the best value to the Forest
Service on the basis of:
(1) the merits of the offer; and
(2) the risk associated with offeror’s experience, and past performance.
Merits of the Offer:
We will determine the merits of each offer on the basis of: (a) its acceptability; and (b) its proposed price.
Acceptability. We will determine the acceptability of each offer on a pass or fail basis.
An offer is acceptable when it manifests the offeror's assent, without exception or imposition of condition, to the terms and conditions of this solicitation, including attachments and documents incorporated by reference. If you (a) take exception to any of the terms and conditions of the solicitation, (b) impose additional conditions, or (c) omit material information required by this solicitation, then we will consider your offer to be unacceptable and you to be ineligible for contract award. We reserve the right to change the terms and conditions of the solicitation by amendment at any time prior to the source selection decision.
Price. We will evaluate the proposed price of each acceptable offer for reasonableness.
(See Source Selection Decision below.)
Risk. We will evaluate capability based on the offeror’s: (1) experience; and (2) relative past performance.
Experience. Experience will be evaluated on the basis of the number of jobs that the offeror has had that were similar in nature, scope, and difficulty to the work that the contractor will have to perform under the contract awarded based on this solicitation.
The more jobs that the offeror has had that are similar to this requirement, the better the offeror’s experience. If an offeror has no experience with similar work, the government will evaluate its experience as “None”, which would be an unfavorable assessment.
Relative Past performance will be evaluated in terms of the quality of the offeror’s performance on the jobs identified above, and other jobs known to the government, based upon information obtained from the references provided by the offeror and other sources. Past performance on jobs similar to this requirement will have greater weight than other jobs. If an offeror has no record of past performance, the government will not evaluate the offeror on this factor.
Relative Importance of the Evaluation Factors:
The “Risk” evaluation factor is slightly more important than price.
Source Selection Decision:
In order to select the successful offerors, we will rank the offerors from Highest to Lowest using the following
• SUBSTANTIAL CONFIDENCE: Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
• SATISFACTORY CONFIDENCE: Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
• NEUTRAL CONFIDENCE: No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
• LIMITED CONFIDENCE: Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
• NO CONFIDENCE: Based on the offeror’s recent/relevant performance record, the
Government has no expectation that the offeror will be able to successfully perform the required effort.
The contracts, resulting from this solicitation, will be awarded to the offeror which represents the best value to the Forest Service when considering the merits of the offer and the risk associated with the offeror’s experience and past performance.
The Government reserves the right to award to other than the lowest price offerors.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Evaluation of Options (JUL 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
