SCOPE OF WORK

Program and Project Schedule Analysis

Replace Airport Traffic Control Tower (ATCT), ATCT; Modernize/Sustain Terminal Facilities

Bipartisan Infrastructure Law, Facilities and Equipment Projects

November 6, 2024

U.S. Department of Transportation Federal Aviation Administration

1. INTRODUCTION

The Federal Aviation Administration (FAA) intends to perform construction or renovation projects at numerous Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) facilities throughout FAA’s Western Service Area (WSA) and Central Services Area (CSA). These projects are funded through the Bipartisan Infrastructure Law (BIL) or Facilities and Equipment (F&E). Some of the new construction ATCT projects are part of the Department of Transportation goal of constructing 30 new ATCT’s by 2030. The FAA is exploring multiple delivery methods, including Design-Build under FAA’s Basic Order Agreement, Design-Build Full and Open Competition, and Design-Bid-Build Full and Open Competition. All projects are to be executed by centers/groups that are affiliated with the Terminal Facilities Team (aka “Terminal Program”), that is within the Facilities & Engineering Services directorate under the Technical Operations organization under the FAA’s Air Traffic Operations line of business.

This Indefinite Delivery Indefinite Quantity (IDIQ) contract is to acquire an analyst for program and project scheduling services (including forensic schedule analysis) to support approximately fourteen (14) tower replacement, modernization and sustainment projects throughout WSA and CSA. The services will support the projects at multiple stages, including contract award, construction, installation, and commissioning. Funding for the projects will be provided by either Bipartisan Infrastructure Law (BIL) or Facilities and Equipment (F&E). For the purpose of this contract and scope of work, the contractor providing these analysis will be referenced as FS (forensic scheduler) Analyst.

1.1. The FAA will solicit proposals for tower builds and modernization and sustainment projects. A critical component of the proposals will be a project schedule. The FS Analyst will complete a thorough review of the design build proposals and analyze the overall quality of each proposal with emphasis on the schedule. The FAA will use the FS Analyst’s analysis and recommendation as part of the proposal evaluation process

1.2. Offerors will be advised that their schedules will be reviewed and analyze by the FS Analyst.

1.3. Project types will vary from establishing a new facility (i.e., replacement of an ATCT) to modernizing/sustaining FAA facilities(typically ATCT’s or TRACONs).

1.4. Program Support consists of supporting FAA’s mission to replace or establish multiple

BIL ATCT’s in the Western Service Area and/or Central Service Area. The purpose of this effort is to provide FAA advance notice of actions required to maintain the goal of 30 by 2030. Examples of these items:

• Procurement Dates: Funding Availability, Solicitation, Advertise, Award

• Need by Dates: National Environmental Policy Act (NEPA), Lease, Availability of

Government Furnished Materials, Utility contracts.

• Resource Coordination: Electronic Equipment Installation start date

As work progresses on the Program, the FAA will utilize the FS Analyst’s quarterly reports and analysis to determine actions required to maintain the overall program schedule. The analysis must contain recommendations to maintain the schedule. This could include staggering activities, or early starts. The NEPA process and leasing activities must be monitored.

1.5. Project Support consists of typical contract monitoring and analysis for either a Design-

Build or Design-Bid-Build implementation methods.

After the contract is awarded, the FS Analyst must review all schedules, and participate in weekly progress teleconferences, submitted by the design-build or design-bid-build contractor and consult in multiple areas including:

• Analysis support for the selection of the best qualified DB Team for the BIL ATCT projects

• Monthly schedules submitted with the contractor’s pay application

• Three week look ahead schedules

• Any other project schedules or fragnets submitted during the course of the project

• Coordinating with the FAA project engineers and contractor to analyze how changes to one or more of the project activity’s parameters (e.g. early start, early finish, late start, late finish, float, duration), critical path(s), or the sequence/relationship of activities may impact project milestones and/or overall completion.

• Schedules submitted as part of Office of Dispute Resolution for Acquisition (ODRA) or other dispute resolution processes including litigation.

The FAA must rely on deliverables submitted under this contract to manage expectations of all FAA project stakeholders and to ensure the design-build contractor meets its contractual obligations. The FAA intends to include liquidated damages on the design-build contract which will be assessed if the contractor does not meet its contractual completion date.

1.6. Electronic Equipment Installation Schedule: As each BIL ATCT reaches beneficial occupancy, FAA intends to begin equipment installation activities. The FS Analyst will generate an installation schedule for each site in coordination with FAA’s Lead Electronic Engineer for each project.

The program schedule is a high-level schedule that can span as far as 10+ fiscal years to track the portfolio of projects that are either in a planning, execution, or disposition status. The reporting must provide trend analysis for late or delayed activities affecting individual project schedules. The program schedule will be utilized by FAA to determine resource allocation and deployment of FAA’s Equipment Installation Teams.

2.2.1 Travel: Travel if required will be determined at the task order level.

2.2.2 Deliverables: Quarterly Reporting of the Terminal Program identifying in the overall progress of the projects. The report must contain critical activities such as status of Government Furnished Equipment, Contract Procurement, Electronic Equipment Site Preparation and installation activities.
