About this file
This is a Questions and Answers (Q&A) document dated January 24, 2025, for RFI Set 2 v2 regarding a Forensic Scheduler IDIQ contract (Notice ID: 697DCK-25-R-00037). The document addresses three key questions related to the PIH Airport Traffic Control Tower project in Pocatello, Idaho.
In response to scope clarification requests, the FAA provided details about TO 0001, describing a design-build project for a new ATCT at Pocatello Regional Airport. The tower will be 155 feet high with 13,743 square feet distributed across eleven levels, situated on a 1.3-acre parcel. The FAA also clarified pricing template questions, stating that the first tab is a rate sheet for the base IDIQ where subtotals will not be captured, and addressed calculation discrepancies between Tab 1 and Tab 2, confirming that Tab 2's calculations for overhead and profit on travel and materials are correct.

Questions and Answers (Q&A) for Notice ID: 697DCK-25-R-00037 “BIL Funded – Program and Project Schedule Analysis (Forensic Scheduler)”
RFI Set 2 v2
January 24, 2025
1. The information contained in “Section 5. TASK ORDER DETAIL” doesn’t seem to provide enough detail about the scope of the “PIH ATCT (Pocatello, Idaho)” project for a reasonable estimate to be developed about the level of effort required to effectively support the project.
a. Can additional scope and requirements information be provided for the task order?
b. If the FAA can’t provide additional scope information at this time, will the FAA waive the task order effort estimate requirement for the proposal and allow offerors to propose just the bill rates for each labor category without labor hours and then, provide a true effort estimate after contract award and the official release of the task order that includes a detailed SOW?
FAA Response: General Background on TO 0001 – Replace PIH ATCT (Pocatello, Idaho)
The FAA will commence on a design-build project to construct a new Airport Traffic Control Tower (ATCT) at Pocatello Regional Airport (PIH) in Pocatello, Idaho. The ATCT shall be constructed in accordance with Section 412.2 of International Building Code (IBC), among other national codes and FAA standards. The new ATCT at PIH is planned to reach an approximate height of 155 feet above finished grade. The approximate gross square footage of the ATCT is 13,743 sf, distributed through eleven building levels. The approximate footprint of the tower structure is a 62’ x 62’ The proposed site for the new ATCT is a 1.3-acre rectangular parcel of land, which includes employee parking spaces, backup generator, and trash enclosure. Underground utilities and communication duct banks will be established and/or extended where necessary. Items 2.3 and
2.4 in the scope-of-work (SOW) describe the services required of the FS Analyst to support the construction and electronic systems installation efforts at the new PIH ATCT. For additional information, please visit https://www.faa.gov/tower-design.
2. A Note on the first tab of the revised Cost Proposal spreadsheet says "*** Do not fill out the grayed out columns/rows.". Is this an error as we are expecting to fill in Column D "HR/Month" (which is greyed out), so as to calculate the Cost in Column F "Subtotal"?
FAA Response: The first tab is a rate sheet for the base IDIQ. A subtotal/total will not be captured in the tab “Bid Sheet & 5yr Rates (General)”.
3. Unlike Tab 2, Tab 1 of the spreadsheet is calculating Overhead and Profit on Travel (and Materials). Can this be addressed?
https://www.faa.gov/tower-design
FAA Response: See response 2. Disregard the calculations in tab “Bid Sheet & 5yr Rates (General). Tab 2 is captured correctly.
