1. Can a "STATE:" REGISTERED PROFESSIONAL ENGINEER LICENSE, be equivalent to CERTIFICATIONS and DEGREES?

FAA Response: A Registered Professional Engineer License is not equivalent to certifications and degrees.

2. What is the total budget for the 44 or so separate projects?

FAA Response: The contract ceiling for the BIL Forensic Scheduler is $4,500,000.00. The total obligated amount of ALL Task Orders issues against this IDIQ must not exceed the contract ceiling. Refer to B.3 in SIR.

3. What is FAA intent on "Nonseverable" and "Severable"? What is the meaning of the use of "Nonseverable" and "Severable" in this contract?

FAA Response: Severable and Nonseverable pertains to how funding is impacted and what clauses applies to those items.

Severable services are services that are continuing and ongoing in nature for which benefit is received each time the service is rendered.

Nonseverable services means work that results in a final product or end-item and for which benefit is received only when the entire project is complete.

4. When is the anticipated Period of Performance start of this contract?

FAA Response: Anticipated start is March 2025.

5. What level of security clearance is required for personnel performing work on this contract?

FAA Response: No enhanced security clearance (TS/SCI, Q, etc.) is required, however, personnel performing work on this contract must sign a non-disclosure agreement.

6. What level of effort will be required for the contractor personnel on the contract e.g. Number of FTEs by labor category or potential number of hours per year?

FAA Response: This is determined based on the scope of work for each individual Task Order.

Please refer to Attachment 01, Paragraph 5, Seed Task Order 01. Reminder, this is a T&M contract. Offeror must provided the FTEs and/or number of hours to successfully complete the task.

7. Is Wage Determination applicable to the labor categories in this contract?

FAA Response: Yes, see Attachment J-3.

8. All labor categories listed in the SOW seem to require an engineering or construction management degree, can pertinent scheduling work experience and a non-engineering degree discipline such as in architecture be substituted for the engineering/construction management degree requirement?

FAA Response: A Bachelor or Masters degree in Architecture is permitted, provided all other required experience is substantiated.

9. Will extensive scheduling experience be submitted in lieu of the PSP or PMP certification?

FAA Response: No, PSP and PMP certifications are required for this contract.

10. In section “L.1. Required Documents” under “Volume 1 Factor 1: Business Proposal”, sub section c, the FAA is requesting a service granularity of bank account verification information not provided by large banks. Potential offerors whose banks are major commercial banks are not able to fulfil this request due to the bank’s policies will be disadvantaged. Will the FAA, consider revising this requirement to include just bank statements or a statement of financial stability or removing the requirement in its entirety?

FAA Response: No, this requirement will not be waived. The FAA has received letters from large banks confirming the stability of Offerors accounts. The letter does not require specific account numbers or amount but rather confirmation that the existing account(s) with the institution is in good standing and contain sufficient funding to perform the effort. A general/personal banker or bank manager should be able to provide this information.

11. In section “L.1. Required Documents” of the RFP under “Factor 3: Past Performance”, it states “sensitive work environments where work must be completed in active operational areas and 24/7 continuous facility operation is required”. Will transportation construction projects for bridges, roads etc. and renovation projects at National Parks be considered as “sensitive work environments” projects?

12. Will specific contractor personnel experience in ODRA and claims analysis/litigation be considered as experience for the offeror?

FAA Response: Yes, refer to line e. under Factor 2: Technical Proposal on Page 61 of the SIR.

13. Are contractor personnel resumes required with our proposal submission?

FAA Response: It is acceptable to submit personnel resumes to demonstrate the required experience as defined in the SIR.

14. Can you confirm if the intent is to provide a lump sum for all the provided/anticipated work scopes (excluding forensic services, which we understand to be hourly)?

FAA Response: Offeror must provide labor rates for each labor category. Please ensure to complete columns B, J, K, L, and M in Tab “Bid Sheet & 5yr Rates (General)” of the spreadsheet.

Any thing that is grayed out does not need a value. Version 2 of Attachment L2 has been provided for ease of completing. Offeror must provide rates, months, and hours for Tab “TO 0001 PIH ATCT”. Task Order 0001 will be negotiated and awarded at the time of contract award.

Reminder, this is a T&M contract. Offeror must only proposed the necessary hours/time needed to complete this task.

15. If the intent is to provide a lump sum, are there assumptions (such as number of activities in each schedule, duration of projects, locations for travel, etc) that can be provided? Further, due to several uncertainties (such as schedule complexity, quality of contractor submissions, number of potential submissions, location of travel etc.) are there provisions that allow the lump sum to be adjusted after award?

FAA Response: This is a T&M contract. Offeror must propose the necessary hours and FTE to successfully complete the Task Order work identified in the SOW. Please refer to paragraph 5 of the SOW for the first T&M TO for PIH. Travel and number of travelers has been provided in the spreadsheet attachment L2.

16. Can you clarify how potential conflicts will be addressed? What is the process if a conflict arises that cannot be solved via waiver?

FAA Response: This question is vague and does not provide specifics to what type of conflicts.

17. On the provided proposal breakdown excel sheet, do the overhead & profit line items have to be broken out or can O&P be included within the hourly rates and other line items?

FAA Response: Overhead & profit line items must be broken out, not included in the hourly rates and other line items.

18. Can you provide all questions from other bidders (and the respective responses)?

FAA Response: The Contracting Officer will provide all questions and respective responses to all offerors.

19. The solicitation documents say "Provide two (2) Past Performance Surveys" -- is two the maximum/exact number we can include or the minimum number (i.e., can we include more than two?)

FAA Response: Provide two (2) Past Performance Surveys. If more than two is provided, the CO will only select two for review and evaluation.

20. Is there an incumbent firm/company on this contract and, if so, can you share the name of the firm(s)?

FAA Response: There is no incumbent on this contract.

21. Is it possible to get an extension on the submission date of this solicitation?

FAA Response: Submission due date is extended to January 29, 2025 at 1500 ET.
