About this file

This is a Questions and Answers (Q&A) document dated January 23, 2025, for RFI Set 2 regarding Notice ID 697DCK-25-R-00037 "BIL Funded – Program and Project Schedule Analysis (Forensic Scheduler)."

The document addresses a single question about insufficient detail in Section 5 Task Order Detail regarding the PIH ATCT (Pocatello, Idaho) project scope. The FAA's response provides additional background on Task Order 0001, detailing plans for a new Airport Traffic Control Tower at Pocatello Regional Airport. The project specifications include: a 155-foot tower height, 13,743 square feet distributed across eleven building levels, a 62' x 62' tower footprint, and a 1.3-acre site with employee parking, backup generator, and trash enclosure. The tower will be constructed following International Building Code Section 412.2 and FAA standards. The response references Items 2.3 and 2.4 in the SOW for Forensic Scheduler Analyst services supporting construction and electronic systems installation, directing offerors to www.faa.gov/tower-design for additional information. The response maintains the original proposal due date.

Questions and Answers (Q&A) for Notice ID: 697DCK-25-R-00037 “BIL Funded – Program and Project Schedule Analysis (Forensic Scheduler)”

RFI Set 2

January 23, 2025

1. The information contained in “Section 5. TASK ORDER DETAIL” doesn’t seem to provide enough detail about the scope of the “PIH ATCT (Pocatello, Idaho)” project for a reasonable estimate to be developed about the level of effort required to effectively support the project.

a. Can additional scope and requirements information be provided for the task order?

b. If the FAA can’t provide additional scope information at this time, will the FAA waive the task order effort estimate requirement for the proposal and allow offerors to propose just the bill rates for each labor category without labor hours and then, provide a true effort estimate after contract award and the official release of the task order that includes a detailed SOW?
