2.2 Purpose of the Commissioning Plan
The purpose of the commissioning plan is to provide direction for the commissioning tasks during construction.
2.3 Commissioning Goals and Objectives
Commissioning is a systematic process of ensuring that the building’s energy related systems perform according to the design intent and the owner’s project requirements.
This is achieved by verification of functional performance during the construction phase.
Commissioning during construction is intended to achieve the following specific objectives:
Document system performance with thorough functional performance testing.
Verify the completeness of operations and maintenance materials.
Meet the requirements of the 2021 International Energy Conservation Code (IECC), Section C408.
2.4 Commissioning Scope
The following systems will be commissioned in this project. All general references to

4. Roles and Responsibilities
4.1 General Management Plan
In general, the commissioning provider coordinates the commissioning activities and reports to the general contractor. The commissioning provider’s responsibilities, along with the contractors’ commissioning responsibilities are discussed in this commissioning
August 9, 2024 Page 3 plan. All members work together to fulfill contracted responsibilities and meet the objectives of the 2021 IECC, Section C408.
4.2 General Descriptions of Roles
General descriptions of the commissioning roles are as follows. More detailed descriptions may be found in the specifications:
GC: Facilitates the Cx process, ensures that Subs perform their responsibilities and integrates Cx into the construction process and schedule.
Subs: Demonstrate correct system performance by operating the equipment during functional performance testing.
A/E: Incorporates commissioning into the construction documents, approves the O&M manuals, and assists in resolving discrepancies.
CP: Coordinates the Cx process; develops and updates the Cx Plan; writes or approves test procedures; oversees and documents performance tests; develops the Commissioning Report.
4.3 Specification References
Commissioning language in the specifications defines the scope of commissioning for this project along with the roles and responsibilities of the commissioning team members. The specifications will take precedence over this Commissioning Plan. The following table lists the sections of the specifications that include commissioning related language:

5.1 Commissioning Plan
The commissioning provider develops the Commissioning Plan. The Commissioning Plan is intended to help the commissioning team understand the commissioning process. Functional Performance Testing procedures are included with the Commissioning Plan.
5.2 Functional Performance Test Procedures
Functional performance testing verifies the intended operation of individual components and system interactions under various conditions and modes of operation. The systems are run through all of the sequences of operation and the response of the components is verified. Testing proceeds from components to subsystems to systems, and finally to interlocks and connections between systems.
The commissioning provider prepares functional performance test procedures so that the complete sequence of operations is included. If necessary, the commissioning provider may request clarifications from contractors and the design team regarding sequences of operation. Prior to execution, the commissioning provider distributes a copy of the FPTs to the installing subcontractors and general contractor who review the tests for feasibility, safety, warranty and equipment protection.
The Functional Performance Test procedures can be found in Appendix A.
5.3 TAB
The TAB scope of work is described in the contract documents. The TAB agency performs TAB and completes the TAB report.
5.4 Execution of Functional Performance Testing
The installing contractors perform pre-functional performance testing prior to the start of FPT to ensure that the systems perform as written in the functional performance test procedures. The installing contractors notify the commissioning provider of any revisions that need to be made to the test procedures.
After the installing contractors complete the pre-FPT and the commissioning provider has revised the FPT procedures, the commissioning provider schedules FPT through the GC and subcontractors. Under the supervision of the commissioning provider, the installing subcontractors manipulate the hardware and software as required for the testing. Owner maintenance staff may also be present. The commissioning provider witnesses and records the results of functional performance testing. The commissioning provider schedules any required retesting through the GC.
Quality-based sampling is used to test the terminal units and lighting controls. The commissioning provider randomly selects 10% of the terminal units and lighting controls
August 9, 2024 Page 5 for FPT. The installing contractors will not be informed in advance of the terminal units to be tested. If more than two test procedures fail for all of the terminal units or lighting controls tested, an additional 10% will be randomly selected for FPT.
Syntax to generate random numbers:
Using TI-85: int (x rand+1) where “x” is the total number of terminal units.
Keep pushing enter to get the next random number.
Using Excel: =RANDBETWEEN(1,x) where “x” is the total number of terminal units. Copy the formula down to get the next random number.
5.5 Issues and Resolutions Log
Any deficiencies found during commissioning will be documented in an Issues and Resolution Log. The log will include all details of the components or systems found to be non-compliant with the Functional Performance Test procedures or the design documents. The log will detail the adjustments or alterations required to correct the system operation, and identify the responsible party. The log will be continuously updated. Decisions regarding deficiencies and corrections are made at as low a level as possible, preferably between commissioning provider, sub-contractor and general contractor.
5.6 Preliminary Commissioning Report
The commissioning provider write the Preliminary Commissioning Report. The Preliminary Commissioning Report includes the following:
Itemization of deficiencies found during functional performance testing that have not been corrected at the time of report preparation. The deficiencies are reported using the Issues and Resolutions Log.
Deferred tests that cannot be performed at the time of report preparation because of climatic conditions Climatic conditions required for performance of the deferred tests Results of the functional performance tests Functional performance test procedures used during the commissioning process, including measurable criteria for test acceptance
5.7 Operations and Maintenance Manuals
The installing contractors compile the O&M manuals. The O&M manuals include the following information in accordance with the 2021 IECC Section C408.1.1:
Manufacturer’s information, specifications, and recommendations Programming procedures and data points Narratives Other means of illustrating to the owner how the building, equipment, and
August 9, 2024 Page 6 systems are intended to be installed, maintained, and operated Required regular maintenance actions clearly stated on a readily visible label.
The label should include the title or publication number for the operation and maintenance manual for that particular model and type of product.
The O&M manuals are submitted to the A/E. The A/E reviews the O&M manuals for completeness and conformance with the contract documents.
5.8 Final Commissioning Report
The commissioning provider writes the Final Commissioning Report. The Final Commissioning Report includes the following:
The Commissioning Plan Results of functional performance tests. Test results are documented using the Functional Performance Test procedures shown in Appendix A.
Disposition of deficiencies found during testing, including details of corrective measures used or proposed. Deficiencies and their corrective measures are documented using the Issues and Resolutions Log.
Functional performance test procedures used during the commissioning process including measurable criteria for test acceptance, provided therein for repeatability.

Sequence of Operation for Procedures No. 1.01 and 1.05:
The rooftop packaged heat pump (HP) unit supply fan shall be started and run continuously to maintain space differential pressures. The supply fan speed shall be adjusted through the factory VFD by the unit controller to maintain a constant supply pressure set by the tab contractor. The EMCS shall monitor the differential pressure across the supply fan and the supply air temperature.

The space differential pressures are controlled through a supply air control valve and exhaust air control valve. The control valves shall be set by the factory startup technician to maintain a constant supply and exhaust airflow through the spaces. G. Test Procedures
Sequence of Operation for Procedures No. 1.01 and 1.02:
The EMCS shall enable the existing fan filter units to run continuously to maintain the minimum air changes through each space.
1.01 Set fan filter units to unoccupied. All fan filter units should stop.

Sequence of Operation for Procedures No. 2.01 and 2.02:
The fan filter unit supply fan shall be monitored by a current switch.
2.01 Disable at least three (3) fan filter
units through the motor rated switch.
Associated fan filter units should stop and an alarm shall be sent to the operator’s workstation.
2.02 Enable the fan filter unit through the
motor rated switch.
All fan filter units should start and the alarm at the operator’s workstation should clear.
