About this file

This document is an Amendment (A00006) to Solicitation 75H701-25-R-00029 for the Phoenix Indian Medical Center (PIMC) Pharmacy, ATS, and Standpipe project. The amendment provides responses to pre-proposal inquiries #6 to #25, modifies the Work Hours clause, adds Attachment J01g, and replaces the Wage Determination. Key changes include clarifying work hours (normal business hours are 7:30 a.m. to 5:00 p.m., with exceptions for ATS replacement), updating electrical and demolition specifications, and addressing technical questions about medical gas demolition, electrical conduit, and project-specific details.

The project involves relocating the Inpatient Pharmacy, installing a new Automatic Transfer Switch (ATS), and converting the standpipe system in Building 233 at PIMC. The work includes electrical upgrades, demolition of existing systems, and installation of new infrastructure. The amendment provides detailed guidance on project-specific requirements, such as conduit mounting, fire sprinkler installation, and coordination with existing building systems. The solicitation is set aside for Indian Small Business Economic Enterprise (ISBEE) under NAICS code 236220, with an anticipated contract value between $1,000,000 and $5,000,000, and a 270-calendar-day performance period.

6. The location of the ATS shown on drawing E 3.20 is not the transfer switch that needs to be refed. The elevator ATS is currently located in the elevator machine room.

Derrick/

BWS

See attached Addendum 1, dated September 4, 2025.

7. The existing elevator transfer switch (ATS-ELEV) is not a bypass isolation as shown on plans. Will a new Bypass Isolation ATS need to be provided and installed in this scope of work? If so, where will the new ATS need to be located. It doesn't appear that the new ATS will be able to be installed in the existing location due to its size and all of the elevator equipment being in the way.

Derrick

BWS

See attached Addendum 1, dated September 4, 2025.

8. Drawing P3.10

See attached 3rd floor proposed ceiling demo plan. We anticipate removal of roughly 40 sq/ft of hard lid ceilings on the 3rd floor, this is not show in the plans and we wanted to make sure the owners accepts this approach.

Derrick/

BWS

No exception to proposed extend of demolition of the 3rd floor ceiling. The means and methods for accessing the under-floor plumbing shall be coordinated with the COR. Refer to specifications for additional information for demolition and selective demolition.

12. Where the standpipe bores through the metal stairwell, what type of repair would the owners like to see? See picture below

Derrick/

BWS

Where risers are being demolished through landings, provide steel plate (welded all sides) to underside of landing and fill hole with 2500psi concrete. Ensure concrete is smooth and level for seamless transition.

Paint steel to match adjacent finish. Where risers/standpipe lines are demolished through walls or floors, patch wall or floors to like new condition and paint to match adjacent surface. Ensure smooth seamless transitions at exposed sides.

13. Med Gas There are medical gas demo items in the Demolition Images Page A2.61 that are not shown on the Demolition Drawings Page A2.50. Please see attached image with green arrows.

We need clarification on the following items shown in the images:

OR 1 4-063 (Image one)

• Demolish metal shroud and associated accessories. There appears to be a medical gas Alarm panel that probably has alarm panel piping run to it?

• Demolish overhead metal chase completely (Far right side of image) This appears to be an operating room boom that typically contains medical gas?

OR 1 4-063 (Image two)

• There appears to be a medical vacuum inlet in the tile wall.

Does this get removed?

OR Corridor C 4-02 (Image three)

• Operating Room Corridor shows demolition of two zone valve boxes. Are there service valves that feed these zone valve boxes for the required shut down and demolition?

Sterile Storage 4-062 (Image five)

• Demolish medical gas completely? These components, do not appear to be associated with medical gas? Please clarify.

Derrick/

BWS

Medical gas demolition is covered on sheet P2.20.

OR 1 4063:

All existing medical gases and all associated outlets and stainless-steel chases within the area of remodel shall be removed. Any associated medical gas alarm or notification devices shall be removed in coordination with the manufacturer and IHS COR.

OR Corridor C4-02:

Demolition of the two (2) zone valve boxes will require a shutdown of the floor distribution system with the service valves at the floor main branch piping. Any shutdown will require coordination with IHS COR.

Sterile Storage 4-062:

Components recessed on these two (2) walls are line isolation monitors that shall be demolished in coordination with Keynote #1 on sheet E2.10.

References to the photo of Sterile Storage 4-062 shall be updated from “Medical Gas” to “Electrical”.

15. Can conduit be surfaced mounted? Derrick/

BWS

Surface mounted conduit can only be used in electrical, mechanical and elevator spaces. All other conduit, boxes, devices, etc. shall be recessed.

16. Will conduit need to be red, or will conduit need to be painted to match existing and red banded?

Derrick/

BWS

Match existing conduit colors for fire alarm and emergency feeders.

17. Can existing conduits be reused? Derrick/

BWS

Yes, existing conduits can be used if they are in good condition and match the sizing per the design documents.

18. Will the building be occupied during fire sprinkler installation? Derrick/

BWS

The current system needs to remain active while new pipe installation occurs to limit downtime of switch over. Coordination with PIMC will need to be in place for impairment which formally documents shutdown of fire protection system, notification of relevant parties such as fire department and building occupants, and procedures to implement temporary measures such as fire watch or evacuation and using tags to visually indicate the system is out service.

19. Will off-hour work be required? Derrick Yes, after hours work will be required or the ATS work.
