About this file

This document is a Vehicle Delivery Procedures Reference Guide issued by the United States Capitol Police (USCP), effective May 1, 2008, detailing comprehensive protocols for vehicle deliveries to Capitol complex locations. The guide specifies off-site delivery center (OSDC) hours as Monday through Friday from 0500-1400, with closures on weekends and holidays, and establishes strict inspection and access procedures for vehicles delivering to the Capitol, Capitol Visitor Center, House and Senate Office Buildings, Supreme Court, and Library of Congress. Key requirements include mandatory vehicle inspections at the OSDC (located at 4700 Shepherd Parkway), prior delivery information submission, and road restrictions for vehicles over 1.25 tons or with more than two axles.

The document outlines specific delivery access points and times for different locations, with variations for standard and after-hours/weekend deliveries. Prohibited vehicles must be inspected at 3rd & Maryland SW and may require escort, while non-prohibited vehicles can be inspected at pre-approved destinations. Special provisions exist for time-sensitive deliveries or materials that may deteriorate quickly, with prior approval required through various USCP divisions, including Special Events, Construction Security, and the Command Center. All vehicles are subject to security protocols, including potential K-9 inspections, and must adhere to specific road restrictions throughout the Capitol complex.
