About this file

The file is a Pricing Proposal template for Solicitation AOCSSB26R0003, issued by the Architect of the Capitol (AOC) for the Conservation of Murals and Paintings in the United States Capitol Building and Other Legislative Facilities. The solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with potential for up to two awards, targeting firms specializing in art conservation services.

The pricing template requires offerors to provide fully burdened hourly rates for seven labor categories, including Senior Fine Art Painting Conservator/Project Director, Painting Conservator, and Historic Paint Specialist, for a base year and four option years. The template also includes line items for Final Report and Historic Paint Sample. Additional cost considerations include Other Direct Costs (ODCs) such as scaffolding, lifts, conservation materials, and equipment, which will be authorized and billed at the task order level. Travel costs will be proposed as Not To Exceed and billed separately, with the AOC reserving the right to request detailed pricing breakdowns for firm fixed price task orders.

Conservation of Murals & Paintings in the US Capitol Building
Attachment J.3 - Pricing Proposal
Instructions: The Offeror shall enter a fully burdened hourly rate for each labor category in the "Hourly Rate/Rate" column (highlighted orange) for the base year and all option years. The Offeror shall enter a firm fixed price rate for the Final Report and Historic Paint Sample in the "Hourly Rate/Rate" column for the base year and all option years. The fully-burdened labor rates include all direct, indirect, general and administrative costs and profit associated with providing the required skills/services. The fully burdened hourly rates are the maximum rates that the Government can be charged during the IDIQ. The Offeror may provide discounts at the task order level. The nominal quantity column is only for evaluation purposes and does not necessarily represent the requirement or a ceiling limit. The nominal quantities shall not be changed by the Offeror. The Total will autopopulate and requires no input from the Offeror and shall not be changed.
Notes: Other Direct Costs (ODCs) may be authorized at the task order level. These may include, but are not limited to, scaffolding, lifts, and conservation materials/supplies and equipment. All ODCs quoted at the task order level shall be directly related to the requirement. Materials/Supplies shall be billed as a separate line item under each task order and will be proposed as Not To Exceed for each task order. Material costs shall be billed in actual costs incurred. Receipts will be required for items totaling more than $50.00.

Travel shall be proposed as Not To Exceed and billed as a separate line item under each task order. Travel costs and per diem shall be billed in accordance with AOC52.231-1.

For any task order that will be priced on a firm fixed price basis, the AOC reserves the right to request from each Offeror information regarding how the Offeror arrived at that total price (i.e. the labor mix breakdown to include the hourly rates and number of hours).
