About this file

This document is a Past Performance Questionnaire for a federal contract opportunity issued by the Architect of the Capitol (AOC) for the Conservation of Murals and Paintings in the United States Capitol Building and Other Legislative Facilities. The solicitation (AOCSSB26R0003) is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with plans to award up to two contracts to registered SAM contractors.

The questionnaire is designed to collect detailed performance evaluations from previous project references, covering areas such as delivery schedules, quality control, pricing, labor and safety standards, contract management, and overall contractor performance. Potential contractors must submit reference responses directly to AOC Contracting Officer Troy Dorsey and Contract Specialist Lily Najera by the proposal submission deadline of February 17, 2026 at 2:00pm ET. The evaluation will use a rating system ranging from Outstanding (O) to Unsatisfactory (U) across multiple performance dimensions, with the goal of assessing a contractor's past performance and suitability for the mural and painting conservation project.
