About this file
This document is a Sample Mock Task Order Statement of Work for air and ground transportation services to support the mass movement of medical evacuees, their non-medical attendants, and family members. The Department of Health and Human Services (HHS) is seeking contractors to provide aeromedical and ground transportation services for a hypothetical scenario involving the evacuation of 723 passengers from a cruise ship to three military bases - Miramar, Lackland, and Dobbins Air Force Base. Contractors must be able to provide aircraft large enough to transport all passengers, or propose the number of aircraft required. The contractor is responsible for post-mission decontamination cleaning of the aircraft. HHS will provide personal protective equipment (PPE) for passengers and crew, as well as boxed meals and water. Two HHS medical personnel will accompany each flight. This sample task order is related to a broader HHS solicitation for emergency air and ground transportation services to support the National Disaster Medical System.

SAMPLE MOCK
TASK ORDER STATEMENT OF WORK
AIR CONUS
Background
In disaster situations, the Federal government responds to requests from States, territories, tribes, or local governments for assistance with evacuating individuals with medical needs. The Federal Emergency Support Functions (ESFs) identify the specific support activities to be provided by each agency involved in emergency response. The movement of medical evacuees is one component of the process, and is led under ESF-8, Public Health and Medical Services, by the Department of Health and Human Services (HHS). Medical evacuees, their Non-Medical Attendants (NMAs), their family members, and associated luggage are tracked, transported, and provided definitive medical care primarily, but not always, through the National Disaster Medical System (NDMS).
NDMS is a partnership between the Department of Health and Human Services (HHS);
Department of Defense (DOD), Department of Veterans Affairs (VA), and the Department of Homeland Security (DHS). However, in the case of an International event that requires a mass movement of US Government (USG) partner personnel, their dependents, US citizens, or other US authorized personnel from various locations, HHS may need to provide transportation assistance for medical evacuees and their family members from overseas (Outside the Continental US or OCONUS) back to the Continental US (CONUS),OCONUS to another OCONUS (foreign or domestic) location, and possibly to a secondary location thereafter within CONUS or OCONUS (foreign or domestic) for definitive medical care or return home. This will also be for CONUS (within the United States and its territories). An international or national event may be a natural or man-made disaster which may include a Chemical, Biological, Radiological, or Nuclear (CBRN) event. HHS/ASPR is seeking contractors for aeromedical transportation and/or ground transportation (CCT/ALS/BLS/paratransit) to support mass movement in this event. Any individuals transported after a CBRN event will be cleaned and cleared by the USG for travel before arrangements are authorized.
Scope
This is for trips to 3 locations from Oakland International Airport on 3/10/2024. The destinations are:
-Miramar Base with 301 passengers, and landing at a commercial airport near the base.
- Lackland base with 271 passengers, and landing at Kelly Field.
- Dobbins AFB with 151 passengers, and landing on the base.
If you don’t have an aircraft large enough to transport all passengers, please propose the number of aircrafts it would take to transport these passengers.
These passengers are coming off a cruise ship and have not shown symptoms of being ill but have not been tested.
Personal Protective Equipment (PPE) will be provided to all passengers prior to boarding the aircrafts and can be provided to the crew if needed. These PPEs will be provided by HHS.
Pilots and crewmembers will be provided Personal Protective Equipment (PPE). The PPE may include the use of N95 masks or other similar PPE such as (Tyvex, double gloves, booties, goggles).
Two HHS medical members will accompany the passengers on each plane and deplane at the destination with the passengers. They will also wear PPEs.
Boxed meals and water will also be provided for each passenger by the Contractor.
The passengers will be transported by ground transportation, and loaded and unloaded onto airplanes using methods that are not associated with this contract/task order.
Passenger manifests may not be available prior to the loading of the airplane; flexibility with manifesting will be an important factor.
Each plane will be required to undergo a post mission decontamination cleaning process, which should be included in the mission costs.
