| Attachment J.3.: Answers to Submitted Questions | |||||
| Question | Document | Page No. | Section | Paragraph | HHS Comments |
| Does HHS/ASPR have an estimate of the number of IDIQ contracts that it may award? | RFP | 2 | B.2 | The number of awards is dependent on the (a) evaluations of timely proposals received, and (b) ASPR needs for this multi-award IDIQ contract. | |
| The last paragraph states that electing not to bid on a given RTOP will not negatively affect a contractor from consideration on future RTOPs. It then states, “it may affect the Contractor's eligibility for continuations or extensions of the resultant Task Order.” I interpret this to mean that by not bidding on any RTOP may result in the contractor being excluded from the extension of the IDIQ contract. Is that correct? If so, please change “resultant Task Order” to “IDIQ Contract.”. |
| If a contractor bids on one RTOP during the contract year but is not awarded a task order, would that contractor be offered an extension? | RFP | 7 | G.3 (a) | Last | Request for Task Order Proposal (RTOP) only applies to task orders not the overall IDIQ. Once that task order is awarded to a contractor, that task order will not be recompeted. However, if an extension is needed, it is extended only to the awardee of the task order. If a contractor does not get awarded the task order, they are still eligible to bid on any task order proceeding that task order under the IDIQ. | |
| The RFP does not identify any positions as “Key Personnel.” Are offerors expected to identify proposed Key Personnel or does HHS/ASPR plan to identify those post award? | RFP | 13 | H.3 | Offerors are expected to identify proposed Key Personnel. Offerors shall propose key personnel (principal staff) that are essential in the performance of the contract with their proposal submission. | ||
| Proposal font size (except for graphic illustrations) must be in a font not smaller than twelve (12) point Times New Roman (TNR). Would HHS/AFPR permit header and footer text to be in 10 point TNR? Would HHS/AFPR permit table to be presented in font size 11 TNR? | RFP | 35 | L | Per the RFP, page 35, "Proposals shall be legible, single-spaced, typewritten, in a font size not smaller than twelve (12) point Times New Roman". | ||
| Past performance contracts are required " that are directly related or similar in scope, size, and complexity to the requirements of this solicitation." The definition of "size" is not clear. Can HHS/ASPR define the dollar value of task orders / contracts that meet this "size" requirement? | RFP | 38 | L Past Performance - Part III | Sample Task Orders were provided to give an understanding of requirements. | ||
| The Business Proposal "shall provide pricing for the U.S., Territories, and interests." If prices for the Time and Material items in J.2.+Pricing+Sheet+Template are different for CONUS and OCONUS, are we expected to add rows to present the different rates? | RFP | 37 | L Business Proposal - Part II | It is understood that OCONUS may have higher rates than CONUS, please provide what is appropriate. | ||
| Offerors are required to "provide a budget narrative that fully describes its pricing methodology and include all applicable costs." Can the Government elaborate on the nature of information required to address this requirement? | RFP | 37 | L Business Proposal - Part II | Clearly articulate how you formulated your pricing. This is the opportunity for the offeror to present their budget and how they came up with their cost. | ||
| Do offerors need to include rows for aircraft types that are not part of their proposal? Are we allowed to add rows to match the types of aircraft proposed? Will offerors be allowed to add new aircraft to the IDIQ contract post award? | J.2.+Pricing+Sheet+Template | Rows 7 - 110 | Aircraft categories | If an offeror has access to different aircraft than listed, they can add data for what they can support. | ||
| Is the unit price entered in column E the maximum offeror's are allowed to bid in responses to RTOPs? Are offerors allowed to bid a lower rate for RTOPs? | J.2.+Pricing+Sheet+Template | Rows 7 - 110 | Aircraft categories | The offeror should bid what they know is appropriate. Please review Mock Task Orders to understand what could be requested. | ||
| Landing/Parking/Airport Fees are described as reimbursable expenses as are other item included in the J.2.+Pricing+Sheet+Template under the Time and Material (T&M) heading. Are the entries in the Pricing+Sheet for T&M items estimates solely for evaluation? How will these unit rates be used in TO execution? | SOW | 10-Sep | Scope of Work | The Landing/Parking/Airport Fees are unknown until a need arises. These are reimbursable expenses under Time and Materials and are used for evaluation only. | ||
| Given that fuel base costs are listed as Time and Material, is the hourly unit rate for the aircraft (rows 7 - 105) a dry rate? Why is there not a row provided for small jet rate? | J.2.+Pricing+Sheet+Template | Rows 121 - 123 | Fuel Base Cost | Fuel will be reimbursed at current market value when a Task Order is processed. It is understood by HHS that there are costs associated with obtaining an aircraft with limited notice. There are several lines of various aircraft listed, please supply costs as appropriate. | ||
| What type of cost qualifies as a Fuel Surcharge? Please describe the rational for bidding this as a per flight charge. | J.2.+Pricing+Sheet+Template | Rows 118 - 120 | Fuel Surcharge | Fuel will be reimbursed at current market value when a Task Order is processed. This is a time and materials expense. | ||
| The Pricing+Sheet required a unit price per "Person" to be proposed for Flight Attendant & Addt. Crew Charges. Is this rate a per "Person/Day" rate? | J.2.+Pricing+Sheet+Template | Rows 130 - 135 | Flight Attendant & Addt. Crew Charges | Yes, the rate is per Person/Day. | ||
| Is it acceptable to delete any rows that are not applicable to our proposal (for example, delete Airlines row since we are not proposing an Airliner)? | J.2.+Pricing+Sheet+Template | Rows 118 - 197 | Time and Material | Please do not delete lines just leave the Unit Price blank. This will help us see what the offeror can support. | ||
| This section states "The cover page, resumes, appendices, and attachments are excluded from the page limit." What type of information does HHS/ASPR envision being submitted in appendices and attachments? Is there any requirement or interest in manuals or similar documentation for the aircraft proposed? Are maintenance records for the proposed aircraft of value to HHS/ASPR? | RFP | 36 | L Technical Proposal - Part I | 1st | If an offeror provides alternate forms of transportation, staff, or equipment, they should be able to compare what has been provided, if not self-explanatory. | |
| "The Contractor may be required to provide medical staff and medical care to patients …" Task 4 specifically states " … the Contractor is not required to provide medical staff for the highly infectious disease missions in flight." Please clarify when the contractor will be required to provide medical staff. Does Task 4 scope involve only "Box" transportation? | SOW | 4 | Additional Requirements per Tasks 1-4 | 1st | Task 4 is directly related to the "Box". For all other medical needs either in flight or on the ground the contractor will be asked to provide medical staff. | |
| Task 5 is titles "Training." The task description goes on the discuss providing ground and air transportation, etc. Is this task exclusively training? And is any actual transportation needs included in Task 5? | SOW | 5 | Task 5 | 4th and 5th | Task 5 is strictly about training and transportation of the "Box" when the offeror will need to provide both air and ground transportation. As training will be useful to understand the complexity of this movement. | |
| The Pricing+Sheet required a unit price per "day" to be proposed for Ground Transportation - Ambulance. Our experience over three years is that this charge can be as low as $300 or more than $2000 depending on the equipment provided by the ambulance, the availability of ambulances, and the location. Should offerors bid the expected maximum rate, an average of rates, or the usual charge? | J.2.+Pricing+Sheet+Template | Row 191 | Ground Transportation - Ambulance | The offeror should bid what they know is appropriate. Please review Mock Task Orders to understand what could be requested. | ||
| The SOW requires, "The Contractor and their medical crews SHALL be credentialed from an accredited source and adhere to the principles and guidelines of the accrediting body such as the Commission on Accreditation of Medical Transport Systems (CAMTS), the National Accreditation Alliance of Medical Transport Applications (NAAMTA), Association of Critical Care Transport (ACCT), and/or a foreign accrediting body with equivalent standards." Can the government confirm that the Contractor is in fact the Offeror in the proposal? | SOW | 6 | Project Objective | 7 | Correct: The Contractor and the Offeror are one in the same. | |
| The SOW states "For Helicopter Operations only, multi-engine helicopters may be used for night aided and instrument flight rules (IFR) operations providing the operator’s certificate specifies such operations. Night operations unaided SHALL not be conducted." | ||||||
| The pricing sheet does not have helicopters included. Does the government desire to obtain helicopter services from the Offeror / Contractor? | SOW | 14 | Air Operations | 3 | There are opens lines to add in helicopter information should an offeror be able to provide. |
