About this file

This document outlines requirements for a federal contract to support the Crash Report Sampling System Coding Operations Resource Center. The National Highway Traffic Safety Administration requires coding of approximately 57,000 police crash reports annually to support research in vehicle and traffic safety. Contractors will interpret crash reports and code over 120 data elements into the RBIS database. Services include crash report coding, quality control review of coded data to ensure validity, and technical guidance for non-state CRSS sites. Coding will be performed on a sample of police crash reports selected through a multi-stage sampling process involving primary sampling units, police jurisdictions, and systematic selection of reports within strata. Selected reports will be made available to contractors through the PARSE application for coding and quality control activities to be completed.
