Question: Per Acquisition Guidelines regarding CPFF:

“16.301-2 Application.

(a) The contracting officer shall use cost-reimbursement contracts only when-

(1) Circumstances do not allow the agency to define its requirements sufficiently to allow for a fixed-price type contract (see 7.105);

or

(2) Uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.”

Question: Given the scope of the work and the history of work volumes, it is possible for contractors to accurately estimate costs. Would the Government consider a firm fixed price contract with a Labor Hour CLIN for the Special Studies? This format should result in costs savings for the government.

1. It is up to the offeror to propose their best business solution. The Government will not comment on potential offeror solutions.

Question: How many special studies are typically performed in a contract year?

Question: Can the Government provide sample topics of previous special studies?

1. Under the previous contract, no coding special studies were requested throughout the 5-year contract period.

2. No. It is up to the offeror to propose their best business solution.

Question: This mentions a potential Cost No fee Award which conflicts with Section B.2 Contract Type. Please clarify the intent to use Cost No Fee?

Question: Does the government require resumes for all personnel or just key personnel?

1. Resumes are required for key personnel only.

Question: Confirm letters of intent are not required or if required, are not required for personnel already employed by the offeror.

Question: Please confirm the Business Management Proposal is the same as L.10 Cost Proposal?

7. Question: The RFP states the completed questionnaires are to be included in the proposal. Instruction 2 states they shall be submitted via email. Please clarify that completed questionnaires are to be returned directly to the government and not included in the proposal?

8. Question: Can the Government provide an estimate on the dollar amount of ODCs on an annual basis?

1. No.

9. Question: Does the Government system support key-from-image or does the contractor need to provide an image viewer for the coder?

1. The awardee will use the government provided application.

10. Question: Is there a backlog of work currently? If so, how much by category?

1. The current coding practices will not impact this contract effort.

11. Question: Does the system have a limit on simultaneous users?

1. The system does not have a limit on simultaneous users within the application.

12. Question: Does the Service Contract Act apply to this procurement? If so, please provide the applicable Wage

1. Ye, the Service Contract Act does apply. The Government does not provide wage determination and mapping information.
