About this file
The document is an Invitation to Bid (ITB) Attachment E for the Bonneville Spawning Elevator Valves procurement, issued by DAS (Department of Administrative Services) Procurement Services in Oregon on February 20, 2019. This specific attachment is a Certified Disadvantaged Business Outreach Plan form designed to encourage participation of small businesses certified under Oregon Revised Statutes, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses in state-funded contract opportunities.
The form requires bidders to disclose their certification status, list previous contractual relationships with certified and non-certified diverse businesses, and outline their strategy for soliciting subcontracting opportunities from certified firms if awarded the contract. Bidders are asked to describe potential subcontracting opportunities, their approximate dollar values, and indicate willingness to report subcontractor identities and contract values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The document emphasizes providing equal opportunity for certified firms to compete for and participate in state-funded contract performance, though the information submitted will not be considered in the bid evaluation.
