About this file

This document is Addendum #2 for Invitation to Bid (ITB) #S-63500-00013212, issued by the Oregon Department of Fish and Wildlife (ODFW) for the Bonneville Spawning Elevator Valve project. The addendum modifies the original bid document to specify that the contractor will remove and replace one 6" and two 12" butterfly valves and pneumatic valve actuators for the fish elevator, replace two 12" pipe couplers, reuse existing control systems and solenoids, and provide an additional solenoid for future repairs. The contractor must submit valve and actuator documentation with the bid, complete all work between May 15-30, 2025, and provide a one-year warranty covering parts and labor.

The addendum includes a question and answer section addressing potential valve delivery delays, with ODFW indicating flexibility for alternative valves and actuators as long as they function "like for like" and can be properly documented. The bid remains open, with prospective offerors having until close of business on 03-24-2025 to submit written questions or protests. The addendum emphasizes that while alternative valves are acceptable, the actuators must meet specific performance and replacement parts criteria to ensure system functionality.

QUESTIONS AND ANSWERS:

Following are questions asked received by Offerors and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.

Question 1: After getting quotes for the valves if we must use the same type of valves the lead time for delivery is 20 weeks. Can we price this job with different valves and actuators. That will still fit in the same space, and we can get faster?

Answer 1: We would be good with going with a different valve/actuator if they fit and function the same “like for like”. We would like to get some documentation from the contractor so we could review that they would function in the same manner.

The valves are not as critical, but if the actuators are not fast enough or if we cannot get replacement parts for them that would be an issue.
