About this file
This document is an Invitation to Bid (ITB) Attachment E for the Empire Lake Fishing Dock & Gangway Fabrication project, issued by DAS Procurement Services on February 20, 2019. The attachment is a Certified Disadvantaged Business Outreach Plan form that requires bidders to provide details about their approach to including certified disadvantaged businesses in potential subcontracting opportunities. The form is specifically designed for the procurement process, with a focus on ensuring equal opportunities for small businesses certified under Oregon Revised Statute 200.055, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.
The form requires bidders to disclose whether they are an Oregon Certified Firm, provide lists of their previous contractual relationships with certified and non-certified firms, and outline their strategy for soliciting certified firms for subcontracting opportunities if awarded the contract. Bidders must describe potential subcontracting opportunities, their approximate dollar values, and indicate their willingness to report subcontractor identities and contract values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The document emphasizes that the information submitted will not be considered in the bid evaluation, but demonstrates the state's commitment to promoting diversity and inclusion in state-funded contract opportunities.
