This addendum document is issued by the City of Casselberry Procurement and Contract Management Division to provide clarifications, corrections, and answers to bidder questions regarding Invitation to Bid 2026-1395 for the PW 2008 Eastbrook Water Main Replacement Phase I project. The addendum does not change the solicitation due date of Thursday, August 6, 2026, before 2:00 p.m. The document addresses 49 substantive questions from potential bidders covering critical project requirements including material specifications, temporary drivable surfaces, asbestos abatement procedures, utility coordination, work hours, permitting obligations, traffic control requirements, HDPE pipe specifications, and directional drilling protocols. The addendum confirms that bids must comply with multiple federal and state requirements including Davis-Bacon prevailing wage rates, American Iron and Steel (AIS) requirements, and the Build America, Buy America (BABA) Act. The project has an engineer's estimate of $9,360,900.00 with an anticipated Notice to Proceed in early October 2026, though this date is negotiable and cannot be sooner than Agreement Execution in Mid-September.
Key specifications confirmed in the addendum include the requirement for Seminole County restoration details on Detail T-8 (Sheet D-4) for asphalt work within the county limits, with SP-12.5 asphalt mix required; mandatory use of a licensed Florida asbestos abatement contractor for all removal and grouting of existing asbestos cement pipe with Notice of Demolition or Asbestos Renovation permits required; normal work hours limited to 7:00 a.m. to 5:30 p.m., Monday through Friday, with water service outages restricted to 8:00 a.m. to 6:00 p.m. on weekdays only and no weekend work without Owner approval; and utilization of HDPE pipe with a minimum of three locate wires per Section 02405 and 15066 specifications. The contractor bears responsibility for securing and paying for all permits including NPDES Generic Permit, Dewatering Permit, Notice of Demolition or Asbestos Renovation, and Right-of-Way Use Permits, with these costs incorporated into the Mobilization/Demobilization pay item. All restoration work shall utilize sod rather than hydroseed, and there are no minority business enterprise goals required, though contractors must engage Minority Business Enterprises and Women's Business Enterprises in good faith per Article 10 of the FDEP Supplementary Conditions.

This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Thursday, August 6, 2026, before 2:00 p.m.
II. QUESTIONS AND ANSWERS (Q&A)
Q1) What materials are allowed for use as a temporary drivable surface within the community after open cut backfilling occurs and prior to asphalt re-pavement?
A1) Per Exhibit 1 Specifications, Section 1001, Part 1.14.A.3.a, “For excavations within existing paved areas; limerock base or soil cement base (match existing) shall be spread and compacted to provide a relatively smooth surface free of loose aggregate material.”
Where an open cut is permitted in the roadway, a smooth surface must be provided and maintained at all times prior to asphalt re-pavement.
Q2) How many days can we have a temporary drivable surface prior to paving with asphalt?
A2) Exhibit 1 Specifications, Section 1001, Part 1.14.A.3.a, states: At the end of each workweek, an S-1 asphaltic surface course shall be completed and opened to traffic.
Q3) Are there any Buy American, BABA, Davis Bacon, Domestic Preference, AIS Requirements, or other similar requirements our bids need to conform to?
A3) Yes, requirements for bid are on Pages 3 and 4 of the Invitation to Bid document. The project is a Federally-Assisted Construction Project subject to Florida Department of Environmental Protection (FDEP) State Revolving Fund Program (SRF) Supplementary Conditions (included in Exhibit 1 Specifications as Section 00850). This explicitly includes compliance with Davis-Bacon prevailing wage rates (requiring weekly certified payrolls), the American Iron and Steel (AIS) requirements, and the Build America, Buy America (BABA) Act.
Q4) Are there Minority Business Enterprise goals required to be met by our bid?
A4) There are no Minority Business Enterprise goals required to be met by our bid. Bidders must adhere to the requirements of the Contract Documents including Article 10. of the mailto:procurement@casselberry.org
PF-212 7/2026 2
FDEP Supplementary Conditions. Contractors must, in good faith, engage and utilize MBEs and WBEs.
Q5) Is it your intention for line items 21-24 to also include the cost of fittings? Can the fittings be made into their own separate pay items for each separate fitting instead of being lumped into the pipe items? (E.g. Two 8” 45 Bends, 1 6” 45 Bend, and so on each as their own line items?)
A5) Yes, the intention for the pipeline items is to include the cost of fittings as explicitly stated in the Measurement and Payment Specifications Section 01025 of Exhibit 1 Specifications.
The fittings will not be separated into individual pay items.
Q6) Will we be required to have a Public Information Officer?
A6) There is no explicit requirement to employ a designated Public Information Officer.
However, the Contractor is entirely responsible for public and utility notifications. This includes providing written notification (door hangers, fliers, etc.) to affected customers at least two (2) business days prior to construction, and a detailed notice 48 hours prior to any service interruption. Specifications Section 01001 Part 1.07.A reference this requirement.
Q7) Bid Form Line items 14 & 15 are for Storm Pipe removal and replacement, and the units are EA.
As it stands there is a good chance the quantities each contractor plans to install for the replacement will differ and these items will not be apples to apples. Can these line items be subdivided by size and the units be changed to LF to encourage apples to apples comparison on the pricing for these line items?
A7) See revised Bid Form and Section 01025, Measurement and Payment.
Q8) Can you please make a specific indication in writing what the city desires as far as the partial clearances you mentioned at the pre-bid? Provide some basic specifics on what you want, this will allow all the competing contractors the opportunity to bid based on the same “phasing” desires/intentions the city has and configure their bids roughly similarly.
A8) The City desires partial clearances for this project due to the scale of the Eastbrook neighborhood. At minimum the City would anticipate three (3) partial clearances. It is the Contractor’s responsibility to determine phasing of clearances that would ensure adequate service remains for the residents.
Q9) What level of tree trimming and/or removal is allowed by the city so we can have room to work?
A9) Refer to specification Section 01001 1.04. and see attached revised Specification Section
02230.
Q10) Will an asbestos abatement company be required by the city for us to access the existing asbestos concrete pipes to pump grout in?
A10) Per spec Section 02650 Part 1.03.A – “A licensed asbestos abatement Contractor or Subcontractor registered in the State of Florida shall perform all removal or retirement of asbestos pipe material.”. The specifications require the Contractor to apply for and obtain a Notice of Demolition or Asbestos Renovation permit from the FDEP prior to construction.
All removal, grouting, capping, and disposal of asbestos cement pipe must be completed
PF-212 7/2026 3
by a licensed asbestos abatement company and strictly comply with FDEP, OSHA, and local regulations.
Q11) Can you confirm that all restoration requirements will be per Seminole County standards and not
Orange County standards, as stated at the pre-bid? If not, please reiterate what specific areas, by station and sheet number, that we will need to confirm with Orange County restoration requirements.
A11) The project limits are within Seminole County, although Seagrape Drive at the southern border of the project is near Orange County. The project is designed to avoid Orange County; however, if restoration efforts extend into Orange County limits, Orange County standards must be utilized.
Q12) It appears that the only open cut restoration detail drawing in the plans is from Orange County. It requires 8” of High Early Strength Concrete to be used as the replacement road base. Another detail, from Seminole County, lists both High Early Strength Concrete or Lime Rock as a suitable base material. Can you confirm what base materials will be permitted for use?
A12) Detail T-8 on sheet D-4 of the Contract Documents should be followed for the project area within Seminole County. Seagrape Dr. is half Seminole County, half Orange County. If the Contractor determines it is necessary to cross into Orange County for restoration, the Orange County detail should be adhered to. Per Seminole County detail T-8, Limerock Base is to be used with Stabilized Subgrade and Soil Cement is to be used with Compacted Subgrade. For additional details regarding requirements for Stabilized Subgrade and Limerock Base, please refer to Specifications Sections 02710 and 02715.
Q13) Your road details state "Type SP-9.5 or SP-12.5" as the asphalt mix options but do not specify which mix to use. Which asphalt mix is desired?
A13) Asphalt Mix SP-12.5 is required.
Q14) The specifications require the Contractor to locate existing Sanitary sewer services 200 LF in advance of the WM installation. Does the city have any as-built drawings or CCTV video inspections of the sanitary sewers where the new WM is to be installed?
A14) The drawings include the sanitary sewer locations based on available as-built records from the City and survey within the project limits. Contractor will be provided with a .DWG file with the survey information. The Contractor is required to field verify existing utilities prior to construction per technical specifications and construction drawings.
Q15) Specifications also require that prior to starting pipe installation that all existing utilities be located.
Will the Contractor be required to locate the utilities via Hydro Excavation?
A15) Specification Section 01001 Part 1.14 requires the Contractor to conduct exploratory excavations and dig test pits in areas of potential conflict a minimum of 48 hours or 1,000 feet in advance of the work. Furthermore, the Contractor must comply with Florida Statute
553.851 regarding the protection of underground gas pipelines. The documents do not explicitly mandate the use of Hydro Excavation to achieve this, but you must use safe and acceptable methods to locate and protect all utilities without damaging them.
PF-212 7/2026 4
Q16) Specs also state that any excavation within three LF of any Gas utility that a representative from the gas company will be required to be present. Will the Contractor be required to Hydro Excavate the Gas utility locations?
A16) The Contractor must comply with Florida Statute 553.851 regarding the protection of underground gas pipelines. The documents do not explicitly mandate the use of Hydro Excavation to achieve this, but you must use safe and acceptable methods to locate and protect all utilities without damaging them.
Q17) At the pre-bid it was stated that all specs to go by would be Seminole county specs and not orange county. Please confirm this because there is an orange county pavement restoration detail in the back of the plans. Please confirm which detail to follow for pavement restoration. If the detail for Seminole county is to be used please state which streets / roads belong to which pavement groups on the table of pavements.
A17) Detail T-8 on sheet D-4 is for Seminole County and should be followed for the project.
Seagrape Dr. is half Seminole County, half Orange County. If the Contractor determines it is necessary to cross into Orange County for restoration purposes, the Orange County detail should be adhered to.
Q18) Are there any minority goals / requirements?
A18) See response to Question 4.
Q19) Will a full-time on-site superintendent be required?
A19) The Section 01001 General Work Requirements, Part 1.09.A states that the Contractor shall have a competent, English-speaking superintendent or representative on the site of the Project at all working hours. This individual must be fully authorized by the Contractor to direct the performance of the Work.
