About this file

This document is a Question and Answer (Q&A) from the Oregon Buys Invitation to Bid (ITB) S-63400-00007260 for the decommissioning of an oil-water separator, underground storage tank (UST), and fuel lines at the Joseph Stewart County Park in Jackson County, Oregon. The scope of work includes the removal of an oil-water separator, decommissioning of a 260-gallon waste oil UST, fuel line decommissioning, and site restoration. The Q&A addresses questions related to sampling methods, the ability to leave work barricaded over a weekend, the required analytical testing, the status of the 30-day notification for tank decommissioning, and the anticipated groundwater table level at the site. The contract opportunity is being administered by the Oregon Parks and Recreation Department (OPRD).

Regarding pricing, the Q&A indicates that the costs for additional analytical testing, such as NWTPH-HCID, NWTPH-Dx, NWTPH-Gx, PCBs, RCRA 8 metals, and 8260 VOCs, should be included in the per sample rate. If groundwater is encountered during the decommissioning activities, triggering additional requirements, that will be addressed through a change order process to cover the additional analytical testing and decommissioning work.

Question and Answer July 14 2023

1. Can samples for piping lines be collected using hand auger, or direct access rather than backhoe as specified under item C.?

Answer: Yes

1. For work on 260-gallon waste oil tank and area, if sampling results are not available in time to backfill in Monday-Thursday window, can work be left barricaded over a weekend?

Answer: Yes

1. DR.4 does not specify additional types of analysis. Does this item need to include costs for NWTPH-HCID, NWTPH-Dx, and NWTPH-Gx? Analysis for PCBs, RCRA 8 metals, and 8260 VOCs are also not referenced. If DEQ requires these, would costs need to be included in per sample rate?

Answer: Yes, these should be included in the per sample rate and meet the requirements of OAR 340-122-0128 and 340-122-0340 as applicable to waste oil tanks.

1. Is the 30-day notification for decommission filed? If so, what date was it filed?

Answer: No, OPRD is currently working on registering the tank with DEQ and filing the 30-day notification.

1. What is the static groundwater table level at the site? If encountered, DEQ regulations mandate sampling, would that be at cost to contractor or covered under item DR.4?

Answer: Groundwater is not anticipated. Previous UST decommissioning activities in the 1990s did not encounter groundwater and it is anticipated to be at depths >10 feet.

If groundwater is encountered, that will trigger a change order to cover the additional analytical testing and decommissioning requirements.
