About this file

This is Addendum #1 to an Invitation to Bid (ITB# GRM/260113) issued by the City of Ocala, Florida, for professional appraisal services of fine arts. The City of Ocala seeks an experienced and qualified appraiser to provide replacement value appraisal reports for 91 artworks in the City's permanent public art collection for insurance purposes. The collection comprises 12 Horse Fever items, 37 murals, and 26 sculptures, with some items grouped together in the inventory system that will be separated for individual appraisals. The City will provide bidders with a complete inventory listing in multiple formats (Access, Excel, CatalogIT, and PowerPoint), current condition reports conducted by City staff one to twice annually, and geographical coordinates as they complete their documentation efforts. Bidders must submit proposals by November 12, 2025, at 2:00 p.m. to bids@ocalafl.gov, with the contract expected to be awarded by April 27, 2026. The addendum clarifies that the appraiser will conduct minimal condition reporting while on-site and will not be required to perform detailed condition assessments, as the City is engaging a separate conservator contract for comprehensive condition reporting and security assessments.

The appraisal reports are intended solely for insurance replacement value purposes in case of total loss and will cover only the City's permanent collection, excluding any artworks on loan to the City. Bidders are instructed to present findings in alphabetical order by artist last name. The City will provide all available provenance information, including acquisition dates, methods of acquisition, exhibition history, and purchase prices for each artwork. Photographic documentation of the artworks themselves is required, though detailed condition issue photography is not necessary. Bidders should note that the appraiser must estimate on-site inspection time and research and writing time based on the provided inventory, with consideration that most artworks are by separate artists, though the collection includes multiple works by some artists. Questions regarding the solicitation should be directed to David Williams, Buyer, at dwilliams@ocalafl.gov or (352-629-8350).

Solicitation Title: Appraiser – Fine Arts

SECTION 1. SOLICITATION - CLARIFICATION

• Consultant Anticipated Tasks, Deliverables and Hours o On-Site Visit questions

QUESTION 1: I have researched the City of Ocala public art holding listed on your on-line resources at https://hub.catalogit.app/cultural-arts-city-of-ocala.

Accordingly, it lists 12 Horse Fever items, 37 Murals, and 26 Sculptures for a total of 75 items. The list includes varying degrees of cataloguing/inventory completeness. Some do not have dimensions or descriptions and the location provided is a building, park, etc. not “geographical coordinates.” Is it possible to receive a copy of the complete inventory of 91 items for review prior to submitting the RFQ in order to properly estimate the time it will take to complete the on-site review?

ANSWER 1: Listing of artwork is attached. Some of the artwork are grouped together in CatalogIT that is going to be separated for appraisals (i.e., skate park panels, legacy panels, transformer mural and fencing).

QUESTION 2: In what format is the inventory – excel, word, city database; what program/platform does the city use?

ANSWER 2: Access, Excel, CatalogIT, and PowerPoint

QUESTION 3: In general, will the appraiser be able to rely upon the documentation provided in the inventory or will the appraiser have to physically and independently confirm dimensions? To what extent/detail will the city and/or insurance company require a current condition report? Appraisers are not scientifically trained as conservators. Can the consultant be provided with the city’s most recent condition report of each object for comparison to the current condition of each subject property or will the consultant be required to conduct a detailed condition inspection of each object? This is critical to know in order to consider time to inspect each item and if it would be necessary to rent equipment necessary to reach the height of the artworks, as well as their associated costs.

ANSWER 3: City will have a separate conservator contract for full condition reporting and assessments with security and risk of location along with a recommended maintenance and repair report. City also has own staff making condition reports occurring once to twice a year. We can provide all current condition reports to appraiser for reference. Appraiser could make minimal condition report while on site, if necessary, which can be used for staff. City records and dimensions are accurate, however if there are any gaps or uncertainty in our records, we’d look to address these.

QUESTION 4: Typically, appraisers’ photographic documentation of an artwork is enough to identify the object and any identification information such as signatures, maker’s marks or edition numbers, for example. Will the city or insurance company require photographic that documents detailed condition issues?

ANSWER 4: No, not detailed issues. Just photographic document of the artwork itself.

QUESTION 5: You are requesting “current location (geographical coordinates).” To clarify, are you asking for a GPS coordinate or is the name of the building, park, etc. acceptable documentation for the location of the subject property as you have documented in the on-line inventory at https://hub.catalogit.app/cultural-arts-city-of-ocala?

ANSWER 5: City of Ocala is working on recording all geographical location data of our public artworks and will supply these coordinates to appraisers during assessments for our records.

QUESTION 6: You are requesting a “preliminary site assessment and current level of security.” Please clarify what you mean by this request; could you provide an example? This is an unusual request for an appraiser; we are neither engineers nor security offers. For example, a real estate appraiser inspects the quality of the home and other characteristics of value, but they do not opine on the function of the home, which is completed by a professional home inspector. This request is outside the scope of a USPAP compliant appraisal report.

ANSWER 6: City will have a separate conservator contract for full condition reporting and assessments with security and risk of location along with a recommended maintenance and repair report. Any initial concerns regarding devaluation based on location could be noted at this time.

o Appraisal Report:

QUESTION 1: Please clarify any other intended users of the replacement value appraisal report other that “the City of Ocala and employees” or “their insurance company and agents.”

QUESTION 2: Please confirm the City is requesting a “replacement value (new)” for insurances purposes (the amount it would cost to replace an item with one of similar and like quality purchased in the most appropriate marketplace within a https://hub.catalogit.app/cultural-arts-city-of-ocala https://hub.catalogit.app/cultural-arts-city-of-ocala limited amount of time), not a “current (fair) market value” (the price at which a property would change hands between a willing buyer and willing seller, neither being under any compulsion to buy or sell and both having reasonable knowledge of the relevant facts) for each of the 91 works in the City’s permanent public art collection.

QUESITION 3: Please confirm that the city is not requesting a replacement value appraisal report for any artworks that are currently “on loan” to the City of Ocala.

QUESTION 4: Please advise if there is a preference to the organization of the appraisal report in term of presentation of the art/artwork in the report. Do you prefer it be presented by the order of acquisition (chronological order – most recent first or last), alphabetical order by artist last name, or by the physical location of the artwork (downtown Ocala, Tuscawilla park/art park, MLK complex, Mary Sue Rich Community Center, etc.)

ANSWERS FOR QUESTIONS 1 – 4: Appraisal Reports only for insurance purposes for replacement in case of total loss. Appraisal Reports only for our permanent collection and not anything on loan to the City. Reports can be presented in alphabetical order by artist last name.

• City of Ocala Responsibilities o Service/data furnished to the Consultant:

QUESTION 1: As previously requested, it will be extremely helpful to receive a copy of the full inventory of all 91 works in the City’s collection prior to submitting the RFQ in order to properly estimate the time required to conduct the on-site inspection and estimate the research and writing time for the replacement value appraisal. For example, are there 91 separate artists to research or do you have more than one work by the same artist?

QUESTION 2: Does the inventory include the provenance (history) for each work?

For example, the date of acquisition, method of acquisition (artist commission, acquisition from call a to artist for a competition such as the sculpture competition), exhibition history (sculpture competition) and purchase price.

ANSWERS FOR Q1 AND Q2: Listing of artwork attached. Most are done by separate artists however the City’s collection does have some artworks by the same artist.

The City does have most provenance for most of the collection and can provide this to the appraiser.

• General Requirements

QUESTION 1: Proposals Must Include the Following: - To give the City a full timeline for the scope of work, the Consultant must know when the contract is expected to be awarded. Please advise.

ANSWER 1: The full timeline for the scope of work refers to the timeline in which vendor will be able to complete the scope of work (after a contract is executed).
