The addendum, dated September 25, 2026, provides solicitation additions, clarifications, and corrections to four line items in the original scope of work. All installations or replacements must use new products or materials. The original bid deadline was September 29, 2026, with a non-mandatory pre-bid meeting scheduled for September 21, 2026 at 10:00 AM at the project site.

Bids are received on a lump-sum basis with all direct and indirect costs included, with award made to the lowest responsive and responsible bidder. Bidders must be Florida-licensed general or building contractors with a minimum of three years of residential rehabilitation experience and must perform at least 30% of work with their own forces. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Auto Liability of $1 million combined single limit, and Workers' Compensation insurance as required by Florida law. Work must be completed within 60 calendar days of the Notice to Proceed, with construction commencing within ten calendar days; liquidated damages of $250 per calendar day apply for late completion. Contractors must provide a twelve-month material and labor warranty and account for any asbestos or lead-based paint remediation costs identified in Exhibits D and E. The project is funded through a Community Development Block Grant for owner-occupied residential rehabilitation, with estimated permit costs of $300 included in the bid.
