About this file

This Addendum #2, issued February 6, 2026, by the City of Ocala, Florida (Buyer Louis Joseph) provides solicitation additions, clarifications, and corrections for Invitation to Bid #CDS/260367 regarding residential rehabilitation services at 1422 NE 22nd Street, Ocala, FL. The addendum modifies specifications across five major work categories: Exterior Doors (retain front door lock side jam and casing; replace patio French doors with MP Doors 72" x 80" model HN60RRVBE2A0N), Water Heater (install drain pan under existing unit rather than replace), Master Bath (install 30" vanity), Interior Repairs (install approximately 60 linear feet of clam base in living room, kitchen, and dining room areas), and Electrical (replace interior lights with commercial-grade LED fixtures including 8" flush mount units with selectable color temperature for three bedrooms, hallway, stove area, dining room, and kitchen sink areas, plus a 16" round flush mount for kitchen lighting). All installations or replacements must utilize new products or materials. The original bid due date remains February 10, 2026, with work to commence within 10 calendar days of the Notice to Proceed and completion required within 90 calendar days.

The addendum establishes a competitive lump-sum bidding process where award will be made to the lowest responsive and responsible bidder meeting all specified requirements. Respondents must be Florida-licensed General or Building Contractors with minimum three years of residential rehabilitation experience and must perform at least 30 percent of work with their own forces. Contractors are required to obtain all necessary permits and maintain Commercial General Liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Auto Liability insurance ($1,000,000 per occurrence), and Workers' Compensation coverage. The project is funded through Community Development Block Grant (CDBG) financing, and contractors are subject to liquidated damages of $250.00 per calendar day for failure to meet the 90-day completion deadline. A 12-month material and labor warranty is required from the date of completion, and a non-mandatory pre-bid meeting was held January 28, 2026, at the project site.
