BID REQUIREMENTS
ITB AP 03-27
Replace Passenger Boarding Bridges Pre-Conditioned Air & Ground Power
Units at VPS
DESCRIPTION
This Invitation to Bid seeks qualified bidders to furnish and install up to three (3) 45-ton Preconditioned Air Units (PCA) and two (2) 90 KVA w/28VDC Ground Power Units (GPU) on existing passenger boarding bridges at Destin-Fort Walton Beach Airport (VPS). The work will require the successful bidder to monitor project coordination with a licensed general contractor, obtain field verification for all planning elements, equipment installation and fabrication requirements, system start-up, functional testing, commissioning, and turnover, including training on the equipment for onsite maintenance provider. All welding must be performed by a certified welder.
EQUIPMENT AND MATERIALS
Equipment for the project is shown in the attached photos and any additional questions regarding specifications will be addressed in an addendum if necessary. The goal is to replace equipment with similar equipment as currently installed on three boarding bridges, a PCA and GPU each on two Thyssen Krupp bridges approximately 11 years old and a PCA on JBT bridge that is close to 20 years old. The goal is to upgrade 30-ton PCAs with 45-ton PCA units if the existing electrical infrastructure can support the capacity increase of the proposed manufacturer/model. The supporting equipment list, required specifications, and photographs of the existing equipment are provided in Exhibit A. The scope consists of replacing existing components in kind, with configurations compatible with the existing physical and electrical infrastructure.
CONSTRUCTION METHODS
The project will be executed in the following coordinated phases to maintain safety, control gate impacts, and provide clear acceptance points throughout the work.
Phase 1 – Project Initiation and Coordination: The bidder will coordinate the project schedule, gate access, equipment delivery, staging, and planned passenger boarding bridge outages with Airport and airline representatives. Before mobilization, VPS will confirm points of contact, site-access requirements, work-hour restrictions, safety expectations, and the sequence of work so that gate impacts can be managed efficiently.
Phase 2 – Mobilization and Selective Removal: Upon arrival, equipment and materials will be received, inspected, and placed in an approved staging area that does not interfere with aircraft, vehicle, pedestrian, or ramp operations. The successful bidder will proceed with removal of components necessary to support the new installation of approved items. Removed items will be secured, stored, or handled as directed by the Airport.
Phase 3 – Field Verification and Condition Assessment: The successful bidder will inspect the applicable passenger boarding bridge areas, mounting locations, brackets, handrails, routing paths, and connection points to verify that the existing conditions are suitable for installation without further modifications. If concealed conditions, damage, or other deficiencies are identified, the successful bidder will document the findings and notify the designated Airport representative before proceeding with work affected by those conditions.
Phase 4 – Equipment Installation: Existing PCA mounting brackets and handrails will be modified and reused where suitable. Bidder will install the PCA units, GPUs, hoses, reels, associated supports and required connection components in accordance with the approved configuration and applicable OEM recommendations. Equipment will be aligned, secured, and routed to support safe operation, serviceability, and a clean, professional finished installation.
Phase 5 – Quality Control, Startup, and Testing: Bidder will perform installation-quality checks and verify that fasteners, supports, connections, hoses, cables, and operating clearances are complete and secure. Each PCA and GPU will be started and functionally tested to confirm proper operation. Any installation-related deficiencies identified during testing will be corrected before commissioning.
Phase 6 – Commissioning and Turnover: Following successful testing, bidder will complete commissioning activities and coordinate a final review with the appropriate Airport and Vendor Maintenance representative. Bidder will communicate system status, address remaining installation punch-list items, and provide applicable turnover information. After acceptance, Airport Operations will be notified that the equipment is ready, and the gate may be returned to service.
TESTS. The units shall be tested and calibrated according to the manufacturer’s instructions before final payment.

31. CERTIFICATE OF GOOD STANDING FOR STATE OF FLORIDA - Florida Statute
607.1501 requires that all vendors who wish to do business in the State of Florida be licensed to do business through the Department of State of Florida and be in good standing with the State of Florida. As such, to do business with Okaloosa County a vendor must provide a Certificate of Good Standing with their bid/proposal package to the County. For more information on doing business in the State of Florida, please refer to the Florida Department of State. The website to register is https://dos.myflorida.com/sunbiz
32. SYSTEM OF AWARD MANAGEMENT (SAM.GOV). If grant funded, all vendors must be registered in SAM in order to do business with the County. In order to be considered for the project, the vendor must be registered prior to submitting a bid/proposal with the County. Failure to show proof of SAM.gov registration at time of submitting a bid/proposal may deem the vendors bid/proposal unresponsive. You can register for SAM at the below link: https://sam.gov/content/home. Note it can take some time for a vendor to get registered for the System of Award Management and as such it is important to start the process as soon as possible to qualify as a responsive vendor.
33. AUTHORITY TO PIGGYBACK – All respondents submitting a response to this Request for Bid agree that such response also constitutes a proposal to other Florida local governments under the same conditions, for the same contract price, and for the same effective period, should the respondent feel it is in their best interest to do so.
Each governmental agency desiring to accept this proposal and make and award thereof shall do so independently of any other governmental agency. Each agency shall be responsible for its own purchases and each shall be liable only for materials and/or services ordered and received by it, and no agency assumes any liability by virtue of the ITB. This provision in no way restricts or interferes with the right of any governmental agency to independently procure any or all items.
In the case of Federal and/or Florida State funded procurements, prior to awarding this contract, the top respondents will be required to submit to a soft credit pull for purposes of the County's Risk Assessment consideration; objections by any respondent will disqualify them from consideration. Bad credit indicating you are a high risk may impact your application. ORGANIZATION OR BANKRUPTCY PROCEEDINGS – Qualifications will not be considered from respondents who are currently involved in official financial reorganization or bankruptcy proceedings.
