About this file

This document is a Questions and Comments response sheet issued by the Tennessee Wildlife Resources Agency (TWRA) in response to inquiries regarding Invitation to Bid (ITB) 32801-13824 for the purchase and delivery of pure channel catfish. The ITB seeks qualified vendors to supply live catfish to support fishing events and community fishing lakes across four regional territories in Tennessee. The procurement requires approximately 59,000 pounds of catfish annually, with deliveries structured at 5,000–6,000 pounds per delivery across 4–6 deliveries per region depending on the vendor's planning and the specific region awarded. Fish must meet strict specifications including an average weight of 1.0–2.0 pounds per fish with no more than 10% variance and must be disease-free with no visible lesions or hybrid species. The response deadline was initially March 27, 2026, at 2:00 p.m. Central Time, with the written questions and comments deadline having been March 6, 2026. The ITB document references Attachment A for historical delivery information, and clarifies that TWRA cannot accommodate tractor trailers at hatcheries or delivery locations, requiring vendors to use smaller vehicles with capacities ranging from 250–1,000 pounds.

Key clarifications from TWRA address vendor concerns regarding production requirements, delivery logistics, and stocking specifications. The agency confirmed that vendors must physically raise at least 50% of the pounds of catfish on their own fish farm, with sourced fish from other growers permitted for the remaining supply. Deliveries will be completed on F.O.B. Destination basis with all delivery charges and off-loading responsibilities included in the bid price, and deliveries must occur within fourteen days of purchase order receipt and be completed within thirty days. TWRA will randomly sample deliveries to verify compliance with fish size and health specifications and will not compensate for dead, diseased, or non-target species fish. The agency's intent is to provide vendor flexibility in stocking plans while minimizing delivery trips where feasible, with most stocking activities concentrated in April through June, including direct stockings to community lakes and hatcheries as well as stocking for fishing events across multiple counties.

QUESTION / COMMENT STATE RESPONSE

1. For each region, it never states how many deliveries are required and how many pounds are to be provided per delivery. It states it for the community lakes but not for the fish designated for fishing events. Can I get clarification on that?

This will vary based on the hauling capacity of the vendor, typically we can handle around 5,000-6,000 pounds per delivery. TWRA can’t accommodate tractor trailers at hatcheries or delivery locations.

Please refer to ITB 33201-13824 Attachment A for historical delivery information.

2. Can you clarify your definition of "produced"? We are working with different growers and sourcing the fish from them. They are growing the fish specifically for us and they will be paid accordingly. We will then haul the fish from their locations to the places being stocked. Does this allow us to submit a quote?

It is expected that the vendor physically raises at least 50% of the pounds of catfish on their fish farm.

QUESTION / COMMENT STATE RESPONSE

3. How strictly is this enforced, if it is very strict, this will require more grading and an increase in what the fish cost us along with an increase in labor.

Is this a question concerning size, I assume?

TWRA will randomly sample deliveries to ensure fish average 1.0-2.0 pounds with no more than 10% variance.

4. How many pounds are they going to want per delivery?

Typically, 5,000-6,000 pounds per delivery, but depending on Region(s) awarded it could be much less to stock Community Lakes.

Every effort will be made to minimize trips within reason. TWRA can’t accommodate tractor trailers at hatcheries or delivery locations.

Please refer to ITB 33201-13824 Attachment A for historical delivery information.

5. How many pounds do these trucks haul? TWRA hatchery trucks have capacities ranging from 250-1,000 pounds.

Please refer to ITB 33201-13824 Attachment A for historical delivery information.

6. My question for this location of Region 1 and I am using it as the example; are all the fish being delivered to Humboldt Hatchery and then redelivered by their employees? How many deliveries are they wanting and how many pounds?

a. Region 2 looks to also be going to a hatchery.

b. Region 3 looks to be going to a hatchery and to several waterbodies, how many pounds are they wanting delivered to those 7 ponds or lakes?

c. Region 4 looks to also be going to a fish hatchery with a few direct stockings, how many pounds are they wanting? We need a better overall idea of how many fish are to be delivered at each time?

No, some deliveries will be direct stocked.

Cameron Brown Lake will have three (3) deliveries during the first week of each month of April, May and June. There are 4 more events in May in Shelby and Tipton County and an event in Paris, TN in April. Fish for these events can be delivered with the Community Lakes stockings. Most pounds will go to Humboldt Hatchery closer to June.

a. All fish except Cedar Hill Park will be delivered to Normandy Hatchery.

Cedar Hill Park will have three (3) deliveries during the first week of each month of April, May and June.

b. Region 3 does not have a hatchery capable of holding catfish. Below is an example of typical stocking plan. A total of 5 deliveries to stock all Community Lake Stockings and Fishing Events.

c. Eagle Bend Hatchery in Clinton receives most of the catfish. The contractor is expected to stock the 3,000 total pounds for Greenbelt and Fountain City Park Lakes in three (3) deliveries per lake during the first week of each month of April, May and June. There is an additional stocking

QUESTION / COMMENT STATE RESPONSE

at Anchor Park Pond in May that should be done with the Community Lake stockings.

TWRA’s intent was to give the vendor flexibility in stocking plans. We understand that the number of deliveries greatly drives the cost. Generally, they should expect 4-6 deliveries per Region based on their planning.

If more than one Region is awarded deliveries could be coordinated for multiple regions to reduce trips.

Please refer to ITB 33201-13824 Attachment A for historical delivery information.
