About this file
This is a specifications document for a competitive procurement issued by the Tennessee Wildlife Resources Agency (TWRA) for the purchase and delivery of live, pure channel catfish to support fishing events and community fishing lakes. The solicitation requests delivery of catfish meeting strict specifications: average weight of one to two pounds per fish with no more than ten percent variance, healthy and disease-free with no visible lesions, and no hybrid species. The contract is structured as a multi-award procurement with one contract awarded per region across four TWRA regions (West, Middle, Cumberland Plateau, and East Tennessee). Total delivery volume is approximately 59,000 pounds annually, distributed across the four regions with up to four deliveries per region requested between March and October, with most deliveries occurring April through June. The contract term is two years with one renewal option, with an anticipated start date of April 1, 2026. Bidders must submit separate bids for each region they wish to serve, and the lowest bid price per region will be awarded.
Pricing shall be submitted as a delivered price per pound for catfish, with all delivery charges included in the bid price and shipment on an F.O.B. Destination basis. At least fifty percent of catfish delivered must be produced by the contracted vendor. Fish must be ready for delivery within fourteen days of purchase order receipt and delivered within thirty days, with the contractor responsible for off-loading fish from transport vehicles and meeting all delivery specifications including proper temperature tempering. No purchase amount is guaranteed due to potential budgetary constraints, and TWRA will not pay for dead, diseased, or non-target species fish; any such fish will be replaced or the amount deducted from payment. Deliveries to fishing events and community lakes can be combined to improve efficiency and reduce costs, with delivery locations and contact information provided for each region's designated hatchery or stocking site.
