About this file
This is an amendment to an Invitation to Bid (ITB) issued by the Tennessee Department of Environment and Conservation for janitorial services at Bicentennial Capitol Mall State Park in Nashville. Amendment #1 updates the ITB schedule and modifies the terms and conditions. The pre-response conference is scheduled for October 15, 2026 at 10:00 AM CST at the Visitor Center located at 600 James Robertson Parkway. Written questions and comments must be submitted by October 19, 2026 at 2:00 PM CST. Bids are due on October 28, 2026 at 2:00 PM CST. The scope of work encompasses full-service janitorial operations performed seven days per week, including cleaning of public areas, restrooms, office spaces, operational buildings such as the Carillon building, and grounds. Operating hours vary seasonally: 7:00 AM to 8:00 PM from November 1 to March 15, and 7:00 AM to 10:00 PM from March 16 to October 31. Performance begins November 9, 2026. The contract term is 24 months with a state option to extend an additional 180 days under identical terms.
Bidders must submit a fixed monthly rate for comprehensive services and an hourly rate for additional authorized work. Prices must remain firm for 730 days from contract execution, with any increases exceeding 7% requiring contract amendment and independent cost documentation. The contractor is responsible for furnishing all personnel, expendable supplies including toilet tissue and waste liners, cleaning supplies, equipment such as buffers and vacuums, air fresheners, and uniforms, while the park provides hand soap. The estimated maximum liability is $200,000. All contractor personnel must complete security protocols, wear uniforms, and comply with parking requirements. Mandatory site visits prior to bid submission are required for all respondents to take measurements and examine premises. Bidders must register with the Tennessee Department of Revenue for sales and use tax, confirm non-debarred status, and attest compliance with the Iran Divestment Act and foreign adversary requirements. Responses must be submitted through the Tennessee Edison Supplier Portal. Contact information for inquiries is Sydney Loomans at 615-253-7266 or Sydney.Loomans@tn.gov.
