About this file
This is Amendment #2 to Invitation to Bid #32701-14004 issued by the Tennessee Department of Environment and Conservation for grounds and maintenance services at Bicentennial Capitol Mall State Park in Nashville. The solicitation seeks comprehensive year-round landscape maintenance for approximately 19-20 acres of developed park grounds, including weekly mowing during the growing season (minimum 52 visits annually), landscape bed maintenance, tree and shrub care, hardscape cleaning, herbicide and fertilizer application, debris removal, and seasonal tasks. The amendment updates the ITB Schedule of Events with the pre-response conference held on September 8, 2026, a second pre-response conference on September 22, 2026, questions and comments due by 2:00 p.m. CT on September 24, 2026, and bids due by 2:00 p.m. CT on October 1, 2026. The anticipated contract start date is November 2026 for a 24-month term. The amendment includes 46 questions and official state responses that clarify scope requirements, pricing structure, licensing and certification mandates, and operational procedures.
Key clarifications provided in the amendment include that contractors must maintain a Tennessee Department of Agriculture Pesticide Charter with Category 3 license and HLT certification, either directly or through a properly disclosed subcontractor identified at bid submission. All services including fertilization, aeration, seeding, weed control, mulch application, and tree pruning are included in the Line 2 ground maintenance services unit price, bid as a single complete service visit with 105 visits anticipated over 24 months. The contractor is responsible for procuring all materials, performing soil tests twice annually, and managing disposal fees for debris. The state confirmed no pricing increases are permitted during the contract term, DBE participation is not required, and work must occur during park business hours (7:00 a.m.–8:00 p.m. November 1–March 15; 7:00 a.m.–10:00 p.m. March 16–October 31). Bidders must conduct their own site measurements to determine acreage, and the state does not provide estimates for mulch volume or prior contract pricing, which are available only through Public Records Requests.
