About this file

This is Amendment #2 to an Invitation to Bid (ITB #32701-13876) issued by the State of Tennessee Department of Environment and Conservation for invasive species removal services at Savage Gulf State Park. The project encompasses approximately 110 acres across 21 treatment units and requires comprehensive vegetation management including mastication of vegetation under 15 inches diameter at breast height, cutting and stacking of larger materials, hand-removal in designated wetlands, stump treatment with approved herbicide, tree limb trimming to 16 feet along fence and field edges, and equipment rut repair. The amendment updates the project schedule with a pre-response conference scheduled for April 22, 2026 at 10:00 a.m. CT, questions and comments due by April 24, 2026 at 2:00 p.m. CT, and bids due by May 8, 2026 at 2:00 p.m. CT. The amendment extends the project completion date from the original June 20, 2026 to November 30, 2026 to allow time for contract execution and crew scheduling. The amendment also clarifies licensing requirements by accepting Tennessee BC, BC-29, and BC-B licenses and addresses questions regarding trail access and public notifications, confirming that no trails exist within the project area.

The amendment specifies that the previous specifications document dated April 10, 2026 is deleted in its entirety and replaced with an updated specifications document dated April 27, 2026. Bidders must possess a valid Tennessee State Building Construction license and provide proof of licensure upon award. The contract will be awarded to the lowest-cost responsive and responsible bidder based on unit pricing submitted on an F.O.B. destination basis. Bidders must comply with the Iran Divestment Act, provide documentation of sales and use tax registration with the Tennessee Department of Revenue, maintain appropriate insurance coverage including workers' compensation and commercial general liability with minimum limits of $1,000,000 per occurrence, and provide a payment bond equal to 25 percent of the maximum liability amount for bids exceeding $100,000. All revisions set forth in this amendment are effective upon release, and all other terms and conditions not expressly amended remain in full force and effect.
