About this file
The document is an Invitation to Bid (ITB) #32701-13712, Amendment #3, issued by the Tennessee Department of Environment and Conservation for the Sycamore Shoals State Park Slope Stabilization project. The ITB was released on October 17, 2025, with key dates including a pre-response conference on September 25, 2025, questions due by September 30, 2025, and bids due by October 30, 2025. The project involves slope stabilization work, including erosion control, clearing and grubbing, live stake plantings, and the use of eco-blocks, with specific details provided for work along the river and creek areas.
The contract will be a single-award, lump sum contract with no federal funding currently involved. Work is to be performed during daylight hours, Monday through Friday, with the contractor responsible for obtaining a licensed surveyor and managing erosion control measures. The state will manage environmental permits, and there are no post-landscaping maintenance requirements. The project includes an observation area constructed using excavated materials, with no specific compaction requirements for that area. Quality Control (QC) will be performed by personnel contracted by TDEC, and contractor licenses will be verified prior to award.

QUESTION / COMMENT STATE RESPONSE
1. It says to place a uniform layer of wood mulch from the onsite grinding operation but no depth is given. Is there a specific depth you want or is all the chipped material to be spread on the flat area no matter the depth achieved when complete??
There is no specific thickness specified.
2. Are plantings of live stakes and live siltation to be placed on all slope areas or just above rip rap area?? All I keep seeing in the CQA and the specs is a note that says in accordance with plans and specs but I do not see a clearly defined area on plans for plantings. Can you clarify this so our sub can provide accurate pricing for their quote please??
Jessica said this same question was asked at pre-bid meeting so if you can provide some clarification that would be appreciated.
Along River:
Siltation Stake Placement: Only on the first row above the rip rap. See Detail 1 and 2 on sheet C600.
Live Stakes: The remaining river bank to the top of the 2:1 slope. See Detail 3 on sheet C600.
Bare Root Trees: None
Along Creek (Outside of Flood Plain):
Siltation Stakes Placement: None
Live Stakes: Bottom 2 rows. See Detail 4 on sheet C600.
Bare Root Trees: The remaining 2:1 slope. See Detail 5 on sheet C600.

QUESTION / COMMENT STATE RESPONSE
There will be no trees planted on the 3:1 or flatter slopes since those areas can be mowed safely. This area is also called the observation area.
3. Erosion Control – It was indicated in the pre-Bid that the erosion control measures were not prescriptive in any way and that any erosion control measure can be employed that meets the scope requirements can be employed without prior approval as part of the bid.
Please verify?
Correct. The contractor will be held responsible for the performance of the erosion control method chosen. The suggested method has a proven field record in this situation.
The Grading Note 2 on Sheet 2 of the drawing set requiring strict adherence to the EPSC is an error.
4. Liquidated Damages – How many days past NTP will liquidated damages be in effect?
There is no liquidated damages term in the contract.
5. EcoBlocks – Is was indicated in the Pre-Bid that there is no brand specific requirements for the EcoBlocks and that any large mass system can used as long as it is new. Please verify?
See #3 above. If the suggested erosion control measure is chosen, the blocks need to be able to be placed and removed without resulting in sedimentation problems or leaving undesirable materials or conditions behind.
6. Ash Material – All cut ash material is to be placed and spread out in the “Observation” area?
Correct
7. Scope – Erosion Control – What is the meaning of the live saltation stake? We traditional see live stake saltation as a seedling but the Drawing indicates a more mature growth. Please provide some additional detail.
Please refer to the siltation stake specifications on sheet C601 (7 of 9)
8. Scope – Erosion Control – Can some additional detail define the designated areas where Live Stakes and Live Saltation Stake are to be planted?
See #2 above
9. Scope – Erosion Control – Please provide some additional details on Eco Block? Can you please provide a specific product or brand line that can be reviewed? There is a small narrative on the use of the Eco Block, can some additional information on how it is to be used
See #3 and #5 above
10. Scope – Clearing/Grubbing – To achieve the civil profile of zones A, B, and C within the Drawings there will be clearing of the existing trees. Does the clearing and grubbing require removal or can the clearing and grubbing be chipped and or burned in place?
The woody debris can be chipped and placed evenly on the flat portion of the work area (see #1). Burning the debris on site is not allowed.
11. Permitting – We noted the TDEC permit will expire at the end of the month.
Will it be renewed by the Government?
Yes
12. Permitting – If there are any Environmental Permits (TDEC, USACE, TVA, etc.), they are to be managed by the Government
Yes

14. Scope – Erosion Control – What specifically considered temporary soil stabilization?
Temporary soil stabilization is any means that prohibits any sediment from entering the Watauga River until the final tree planting and seeding is established and able to provide long term sediment control. Temporary erosion control will also maintain the slopes as designed until the long-term controls are established and functional.
15. Scope – Erosion Control – If erosion control measures, as defined the by the Drawings, are determined to be ineffective and Government request additional and or different erosion control measures, is this considered a Change Order (CO)?
See #3 above
16. Scope – Surveyor – Is the Government or Contractor responsible for obtaining a licensed surveyor? What specific deliverables is the surveyor required to provide at the completion of the Work?
The contractor is responsible for obtaining the services of a licensed surveyor. Please refer to the Technical Specifications and/or CQA plan for deliverables.
3.4.A 63 17. Scope – Observation Area – In overall scope description (Drawings pg. 2 of 9) it indicates an observation area to be constructed using excavated material.
Please indicate where in the Contract Documents are the scope requirements for the observation area?
The observation area is the area built up with excavated ash or waste material that has a 3H to 1V slope or flatter in the center of the work area. There are no specific compaction requirements for that area. Section 3.4.A of the Specifications covers the potential reuse of excavated materials.
18. Scope - Submittals – Is there a complete, consolidated list of submittals required for this project? This will allow for a more cost-effective estimate of the QC and QC reporting.
There is no consolidated list of submittals.
19. Scope – Landscaping – Are there any post landscaping requirements such as watering, maintenance, and or servicing required?
There is no post landscaping requirement.
20. Scope – Compaction Requirements – Are there any minimum compaction requirements in any area of the Work?
Please refer to the Technical Specifications and/or CQA plan for compaction requirements.
21. Quality Control (QC) – CQA personnel are obtained by the Government and at the Government’s cost? CQA personnel will be available during all construction activities? If CQA personnel are not available, this does or does not stop construction activities?
CQA will be performed by personnel contracted by TDEC. Please refer to the Technical Specifications and/or CQA plan notification and timing requirements.
