About this file

This is Amendment #1 to ITB #32701-13545 issued by the Tennessee Department of Environment and Conservation for the Booker T Washington State Park Pool Demolition project. The amendment provides updated key dates including: event posted on 12/23/2024, pre-response conference on 1/7/2025 at 10:00 am ET, questions due by 1/8/2025 at 4:30 pm CT, and bids due on 1/17/2025 at 2:00 pm CT. The scope includes demolition of the pool, removal of all pool equipment, electrical components, piping, tanks, valving, and fencing. The contractor must complete work during normal park hours and match grades between shallow and deep ends, with the deep end point used for potential fill.

The project requires 95% proctor compaction with concrete no less than 12" underneath in the shallow end only, while the deep end must be completely demolished. Contractors must provide proctor testing and results. A Payment Bond of 25% of the maximum liability is required, but no Performance Bond is needed. Contractors must have a valid BC or BC-B license with CE-electrical certification or subcontract a CE. The project is funded through State General Appropriation, which will be approved and set aside once the Contract or Purchase Order is issued. No permits, SWPPP design, as-built drawings, or ADA requirements are needed, and no salvaging of materials is required.

QUESTION / COMMENT STATE RESPONSE

1. We did speak with TDEC Chattanooga Filed Office and the preliminary conversation indicated that a TDEC permit maybe required given the proximity to the lake and size of the excavation.

There is a follow-up discussion with a TDEC representative (Jennifer) for greater clarity today or tomorrow. We have no issue with managing the permitting but it has been our experience that permit issuance is much faster when led by the Government/State. If there are any Environmental Permits (TDEC, USACE, TVA, etc.), they are to be managed by the Government or Contractor?

Please note the Architect of record for the State could also verify permitting requirements.

No permit required

2. DBE – Are there any DBE mandatory requirements for this Contract?

Please verify is this is a requirement?

Compaction should be 95% proctor and proof rolled.

8. If fill/compaction is a requirement, please indicate the exact area in which compaction would be required? All other areas are just unconsolidated fill?

Shallow end only; deep end shall be completely demolished. Contractor shall provide for proctor testing and results.

9. If fill/compaction is a requirement, please indicate specifications for the compaction and the quality control requirements for compaction?
